In Rulers of the Sea we feature only seafaring nations, nations with a tradition of being on the sea, for instance by fishing, whaling, trade or war. In 1750 the America's were yet for a large part independent of European influence. There were literally hundreds or native nations with their own language and culture. But most were not of a seafaring tradition.
Especially in the north and on the west coast or North America there were tribes and nations, small in comparison to other nations, that lived off the sea. These nations do not have modern shipbuilding, but use small boats like kajak or canoe to go out to sea.
To give an impression of where these nations live, we also indicate the area where their dwellings are, as the native names might be unfamiliar to your present-day ears. Although most are far to the west and north of the America's in remote and cold regions, some are closer to European influences in places like Florida and Washington.
The native nations have tiny populations in comparison to the other world powers, ranging from a few thousand to a few tens of thousands. Their economies are very small. Their technology level is low, their navy and army practically non-existent. But this can all change if they manage to pick up western technology and develop ship building and arms manufacture. If they manage to expand their population and train good crew and soldiers, and modernize their towns, there is the possibility of creating a stronger foothold in the region. All this takes is a good community of gamers to take up the plight of such a nation.
Conceivably these nations could also join in with larger nations as allies or client nations. Armies and navies of a nation have a cap. Each nation brings a capacity for a full army and navy (depending on enough gamers to populate them), so there is tactical advantage to have more nations. Regional powers might be interested in adding the Native Nations to their own local empires.
However, to give the Native Nations a starting chance of maintaining their independence we united them all in a Union. A Union is a loose confederation of nations that agree to have a joint foreign policy and nations can leave it at any time. However, it ensures all the native nations are on talking terms at the start of the game, they might create pacts to defend and aid one another, and that way become more powerful than the parts of their sums. Or maybe it will fall apart and they will start warring among each other in an attempt to create a larger native nation. Or maybe they will quickly be absorbed by larger foreign nations from Asia and Europe.
One thing that sets the native nations apart are their (often) remote locations. Their insignificant size and their cold, barren and hard to reach lands might also lead them to be forgotten. They are not nations to be feared at 1-1-1750, and for that reason larger nations might have very different priorities. The nations on the west coast also find another group of small native nations to their west in the Polynesian and Micronesian pacific. The many small and isolated kingdoms of the Pacific.
One nation in this list, the Ainu Clans, are not American, but are included because they are part of the Sea-peoples Union, and share a region with the tribes in the Bering Sea. It shows how close Asia, with nations like Russia, China, Japan and Korea, really are. If this time in history they don't disregard eastern expansion, America might develop very differently.

I think the flags are awesome. To be honest, I'd rather join one of the native nations and fight for them to keep the lands they are entitles to, than to join the 13 colonies. I think colonial expansionism hasn't served the world too well, and this time around in history it's time Europeans get some push-back.
As to the size of these nations, are the Inuit the largest nation in population?

I might be right there with you. Still debating.
@king-george-ii
I'd be very curious to see it! It would be nice to see the world take a very different turn, we are going to watch with fascination what is going to happen! I used to play a native nation in Empire: Total War, and then conquer the America's and Europe next, that was always a fun challenge.
As for your question: the Aleut Nation and the Inuit Nation are around a similar population size, and the largest two. The Ainu Clans and the Mi'kmaq nation are good seconds. But all together, the Union consists of a little less than 170.000 citizens. In comparison, the union of the 13 Colonies has 1,5 million citizens, so economically almost ten times larger.
But I'm personally still not so convinced the 13 Colonies can stay together. It requires a lot of agreement to stay in a Union and I think there might be a lot of different opinions within the colonies, lots of ego's and politics. So we shouldn't add up strength too easily. Also, economy size really helps in financing things, but if gamers are willing to support their armies and navies with their own private family funds (which wasn't uncommon in the 18th century), then it depends more on the number of gamers that join the ranks and are willing to fight. So they might have more strength than one might assume.
As for the union of the natives, they have more motivation to stay together, as they are really very small individually. And with 11 nations they surely can field a lot of willing forces. Additionally, strategically, they are in very far-off places, which might leave them less exposed to foreign invasion, and as the 13 colonies might be seen as more of a threat, they might have to deal with a lot more foes. I would think the native nations have some tactical advantages and I would not write them off too easily.
But what is nice about the 11 extra native nations in North America is also the number of government and high command positions that allows gamers to aspire to. One can expect the USA and Canadian gamer base to be a large group. If they only have a few nations, not many (nobility) gamers are going to experience political leadership or the owning of unique port businesses, due to scarcity. Thanks to the large reservoir of native nations they are going to have a lot more opportunity. This will probably lead a lot of USA and Canadian gamers to join the smaller native nations. And once you are in charge of a native nation, you're probably going to do your utmost to make it grow and keep it independent. You're going to get attached to your own nation. So I think that even if USA and Canadian gamers wouldn't care that much for them now, they probably will in the future.
But I might be wrong! Maybe they will just be neglected nations that will be absorbed quickly. What do you think?

Peter,
I am curious about the Inuit population. As a nation they are semi nomadic people. Mechanic wise will these be shown? Will there be a cap on their population? Will port population change throughout the season as their people move about? It is an interesting part of their culture and I am interested to see if you all plan to add it into the game as a mechanic.

I am curious about the Inuit population. As a nation they are semi nomadic people. Mechanic wise will these be shown?
No, not really. This has to do with the nature of the game world, which is that every separate location is a port map, or a capital city map, and travel between these points happens over sea. So although of course these ports represent land, there is no real land in the game to travel in. So essentially they just own ports, like any other nation.
Will there be a cap on their population?
No. They will start out in their historical areas, and in these areas a port contains the amount of population their hinterland represents, to our best historical estimation. They can grow according to mortality and birth rates and immigration, like any other peoples.
But although there is no cap on the population size they can achieve, population is influenced by their climate conditions. The Inuit will be a population that is especially hardy to arctic environments, so they will be able to thrive there. If gamers try to populate such a port (or region) with a warmer climate people, they will have a much more difficult time to thrive there, which is expressed in mortality and birth rates.
Which also makes matters more difficult is the lack of resources in arctic environments. Most farm businesses will not be able to grow crops or raise animals there, in short, able to exist there. Through hunting and fishing food can be acquired, but it will be much more difficult to feed a population.
Of course there is nothing to stop the Inuit from migrating southwards to warmer climates, and take and populate other ports (and hinterland).
Will port population change throughout the season as their people move about?
No, the nature of the game world doesn't really make that feasible. The game does not really have seasons in the mechanics. There are none because the game progresses in real time, so a season would literally take 3 real months, which, in game-play times, is too long, in a weather sense. It would mean that for months the gamers would experience predominantly rain and grey skies, for instance. It's a cycle that would just last too long for attractive game-play. And in another sense, there is no real land to traverse in the game world.
However, per definition populations in the game move about with the migration mechanics. So a port that is not doing too well or is not governed too well, so in short has an unhappy population in comparison to surrounding ports, will start migration to better places. The trick of government is to manage this. So in the game you will see population movements, just not connected to seasons.
It is an interesting part of their culture and I am interested to see if you all plan to add it into the game as a mechanic.
It is indeed interesting! But we represent the Inuit as a nation like any other. This is not historically accurate. For instance, in the game they have a capital city, a centralized government and a monarch. That is not how the Inuit really were organized. They were more a 'peoples' than a 'nation' and had no state and governmental structure like this.
So essentially we 'shoe-horn' these cultures into the generic game system. This is so to make nations and positions in nations interchangeable, and that means we only need to develop a model one time and we can then duplicate it to other nations and customize its appearance, but keep the mechanics identical. If we would not do this, we could not have the great amount of nations without a massive (unrealistic) budget for custom work, with all the resulting complications.
So mechanically the Inuit nation is no different from the British nation.
What is different, is the climate of the ports they start out in, the resources these ports have, the appearance of their architecture, the names of their officials, titles and institutions, their costumes, and the properties of their population. These properties also extend to their soldiers, sailors and workers. They are more resistant to cold climates. They have certain developed skills because of growing up in a hunting culture. Etc. In Inuit soldiers, for instance, the probability of certain talents is higher. They would make, on average (as this differs per individual) much better cold weather soldiers of a light infantry tactic.
Another difference is that their hunting culture means that they form more 'militia companies' per capita. What that means, is that when you lay siege on a port, a percentage of the population automatically turns into militia companies in its (automatic) defence. (The Governor of the port can add additional defences to that.) In 'normal' nations you could assume that for instance for each 10.000 citizens one company of militia forms. While with native nations this ratio will be much higher. This makes sense, because a hunter or nomadic culture is not specialized as much but raises many citizens with fighting/hunting skills. So there are more citizens that are able to participate in the defence, while in regular nations being in the militia was a true specialization.
In summary:
So in the end the Inuit have a much lower population (at the start), but in the defence of their ports they can put up a much stiffer fight, due to higher numbers of defenders and soldiers that are more capable in the cold climate. And their arctic ports are harder to survive in for cultures from warmer climates, making populating them with different cultures hard. Their recruitable soldiers are also very suited to the arctic and irregular or light infantry warfare tactics.
For the rest their culture is expressed in costumes, architecture and names of people, places, institutions, titles and so forth. They will start out with canoe as ships, but they have the capability to develop technology like any other nation, so develop advanced shipbuilding, weaponry, create a navy and army along modern lines. The only limitation there will be economical. They have unique resources, but also lack many resources, so expansion and/or trade will be necessary.
And that's really all that's different about the Inuit.
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
Peter,
When it comes to foreign legions (basically native soldiers serving other nations), are those considered lease deals? Or are they one time transactions? I ask this because if a wealthy nation comes to me asking for 1-5,000 Inuit warriors to serve on their ships and as light infantry, but then decides to attack me after taking out a large portion of my fighting force - I was hoping those soldiers would return to my ranks as more of a lease option. Not sure if you’ve put much thought into this but it is an easy way around the strength of the natives to just buy their forces from them.
I realized the counter argument would be to not give your soldiers away unless it’s nations you trust, but my goal is to be aggressive in economic development and trade whatever I can. If the example I gave is a possibility however, then I will definitely tone back the willingness to train and sell native soldiers.
Thank you.

I like the question, it's an interesting issue.
It certainly does not work in the way that another nation can just trade warriors with your nation. That might imply your warriors are trade goods, slaves. And that's certainly not the case. You cannot compel them to fight for a foreigner.
Soldiers need to be recruited into companies by commanders on a person to person basis. Inuit soldiers can be found in Inuit recruitment pools in the game. It being your own nation, you can recruit in all different recruitment pools. In the case of the army recruits or unemployed soldiers for the army can be recruited in the regular tavern recruitment pools, while non-commissioned officers, already serving in the army, can be recruited in the Army recruitment pool, which is not open to other nations in the first place.
What can be done, is that a foreign officer sails to one of the Inuit ports and recruits soldiers in the local tavern. Subsequently, these recruits might still need training. But they do have different skills and talents. So if this particular officer wants to create a crack arctic light infantry Company, Inuit soldiers would be good to have. This is not to say that these cannot be created from other warmer climate recruits, but the trait to be able to deal with the arctic environment, for instance, is just much rarer in that group, so you will have much more elimination before you have built up a unit with these capabilities. It's more difficult, takes longer, costs more. (there are no statistics that show you what properties a recruit has, this is discovered in deployment and training)
But what is happening here is that the Inuit recruit/soldier himself decides to enlist in a foreign army. Some might even refuse.
You as a nation can block this recruitment from happening by the diplomatic relations you have with another nation. Obviously an enemy cannot enter your ports and cannot recruit your people. A client nation, a protectorate or an ally, can. And a neutral nation, that's a general policy you can set, whether you want them to be able to recruit in your nation.
But what happens if a foreign company of Inuit men gets disbanded, and the soldiers are released? Then they end up in the recruitment pool of the port where they were released. So someone else might recruit them there, and they might continue to serve with another officer. In the end a recruitment pool might become quite the selection of nationalities in some places.
It's not necessarily unrealistic for the period. There was a military culture of foreign soldiers, where as today that's pretty much banned by most countries.
What is potentially problematic for a nation like the Inuit, is that recruited soldiers are subtracted from the local population numbers. There is a point where they might be depleted, when this reaches a certain limit, but you'd see a population shrink and you might reach a point where you are short of recruits. With larger populations this limit will likely never be reached, but native populations start out small. So limiting foreign recruitment might be a thing to consider. However, the flip side of this is that the Inuit can also recruit in foreign nations, so it is also possible to replenish troops and population elsewhere.
Your worries about someone recruiting your soldiers and using them against you, this could happen. You'd hope your allies are chosen well enough not to do this, and neutral nations, you could lock them out from recruitment. So you can manage this. But you also correctly mention that if you want to have aggressive economic development, things like migration and recruitment limitations are not the best way to open up trade to other nations. So it's a sticky point.

Will troops of other nations/cultures who are employed by your own armed forces, wear the uniforms of their culture or your uniform?

Will troops of other nations/cultures who are employed by your own armed forces, wear the uniforms of their culture or your uniform?
They will wear the uniforms of your Company. Pretty much your nation determines the overall appearance of uniforms, and within that there are some options that can be applied on Regimental level. So within your Company the uniform of the Regiment you are part of goes.
Which means a native recruited in a European unit would wear a European uniform, but that also applies in the reverse.
