The 13 colonies, British client nations, consist of 3 nations. They dominate the (middle of the) north American east coast, and are the fore-runners of the United States. Of course we don't know whether the United States will emerge again this time around, as that requires for these three nations to work together and fight a very difficult independence war. But then again, maybe the British will just grant the independence without a war. Or maybe they will allow the colonies a lot of freedom. Or maybe another nation will sweep in and ruin the party. Who is to know?
In any case, these 3 nations are united in a Union. A union is something nations enter into or leave. It has no real power, but the nations in a Union appoint a joint President that represents them in diplomatic business. This President will try to get the nations aligned and will travel the world representing them. But this President can't change a diplomatic status without the approval of all nations. And a nation can leave the union at any time.
For the United States to ever emerge, the gamers in these nations must work together and agree in an extraordinary way. It demonstrates again what an exceptional thing it is that the United States have come into existence at all!

As we know the 13 Colonies are part of the British Empire, however, in this game they are also 3 nations. These nations can work together (in a Union), go their separate ways, go for independence, even conquer each other. They each have their own government, their own standing army and navy, their own economy to be run. Only, at the beginning, with the British appointing their Prime-Minister.
Each nation needs their own flag. Most nations had a historic flag that can be used, but with the 13 Colonies that is a bit harder. Each Colony would have a flag, but a flag uniting the groups of Colonies were not common in 1750. For that reason in this case we have to use some imagination.
The New England Colonies actually had a flag (or different flags) representing them. This design seems the most realistic to use, as it seems to have been used in the mid 18th century and is still sometimes used today.
The middle colonies had no uniting flag that we can find. So we took this design from a flag designers blog, where people put forward proposals of what it could have been.
The southern colonies also had no uniting flag that we can find. So we also took this design from a flag designers blog, where people put forward proposals of what it could have been. Note that we don't chose the southern cross, as that would be an anachronism. We rather choose an invention 'that could have been' over a later flag that would be clearly out of time in 1750, or indeed, belongs to a single state instead of a union.
So do you agree with these choices? Or do you have better design proposals? Or have we missed real existing flags of the mid 18th century that represent the groups of colonies?

I like the designs for the New England and Southern Colonies.
The Middle Colonies one I'm a little lukewarm on. I like the blue field (and the fact that the field for each group is different, reflecting the three colors of the US and UK flags).
But the canton in the flag doesn't really make sense. If you really like the horizontal, alternating red and white stripes, might I suggest four of them instead of seven to represent the four Middle Colonies (PA, DE, NY and NJ)?
Alternatively, maybe the canton could have a different device. A red field with crossed sickle (symbolizing the Middle Colonies' status as the breadbasket of the Union) and shepherd's staff (symbolizing both animal husbandry and the unique history of religious tolerance in the Middle Colonies) in white (symbolizing that both sickle and staff should be interpreted as instruments of peace)? Perhaps those devices over a maize/wheat colored field instead of red? If that was used, the crossed sickle and staff should probably be dark colored for contrast.

Me too. I'm not an American, so I'm just going by what I can find. It would be nice to get the input from people from the USA, like you, to make sure it's going to be the best possible design. Flags matter!

Interesting flags. Will the flags change if they form a union and gain independence from England? What about any of the other colonies from other nations; if they gain independence will their flags change?
Also, it would be my opinion that the Southern Colonies flag would most resemble the early 1700s upper left corner Union Jack Colonial with the white escutcheon in the center over top the Queen Anne's Red. The reason being that Georgia and the Carolinas were hard core loyalists for the longest time. (Inside the escutcheon would have the governor's emblem, but that's not needed.)
The designer of that southern colonies flag also had his reasons, I quote:
"This flag represents the Five Southern Colonies that rebelled against Congress (British Parliament) on July 4, 1776. The middle blue star represents Virginia, the first of English Colonies. The top star represents Maryland. The hoist star represents South Carolina. The fly-ward star represents North Carolina, and the southern star represents Georgia. The design pays tribute to the flag of Scotland where many Southerns originated from, likewise an echo of Jamaica is honored due to the African-Jamaican cultural link of many Southerners. Like the Scots-Irish in the USA, we have the Afro-Jamaikish. The Scotch-Irish are a double transplant from Scotland to Ireland to the USA. In concordance the Afro-Jamaikish are double transplants from Africa to Jamaica to America."
I have no preferences, and also little personal knowledge of the region to argue anything, so if there is any other consensus from the community that makes some historical sense I'd gladly adopt another model.

There is a Union structure in the game in which nations can join if their governments choose to. It's a very loose alliance form, as the nations remain in charge of their own governments, they have a President as a foreign affairs representative, but this President still needs unanimous approval from the nations to enforce any policy. Nations can leave a Union at any time too.
A Union can have its own flag too. So something like the USA can be re-created. But I am personally very skeptical, as this would require very close cooperation between different nations. I think Rulers of the Sea might very well teach us that it was quite a miracle in history that something like the USA came about. It might be more likely that one of the colony nations simply conquers the others and imposes a joint government.
But first get rid of Britain, that will not be easy. The colonies in 1750 were not yet economic powerhouses, so a lot would need to be done. A lot of growth.
Oh, and no, a flag of a nation doesn't change. Unless a Monarch would agree to it. That would be an unusual and custom event.

Just out of curiosity... when/if a Union wins independence, will they be allowed to choose the name of the new nation? For example, if the 13 colonies rebel and succeed in gaining their independence, MUST they be called the United States of America? Or might they call themselves something else (within reason) like Columbian Union or Atlantic Confederation, etc)?
For that matter, when someone discovers a heretofore undiscovered port, will they be allowed to name it? Again, within reason or under the censorious eye of the GMs/Monarch?

Under censorship of the Monarch all these things can be done. There is no game mechanism that allows gamers to change names, and even undiscovered ports are already named. But there are some cases in which a name change will be necessary, and probably many more cases where it will be a passionate wish. For instance: current Peru was called the Viceroyalty of Peru. That is very much a name influenced by the Spanish Empire. If it would gain independence, or even taken over by another nation, than that name would naturally need to be changed.
So we will build the game in such a way that names can be changed. A Prime-Minister can request that of the Monarch, and then it will be judged on its merit, where we will always try to stay as close to historic authenticity as possible. But as the premise is also to rewrite history, of course name changes can reflect that too.
Unions however can be founded by nation governments, and also named by them. The founders can choose any name for them. If the Monarch isn't amused by the name of course, he/she might ask to alter it.

Excellent. I understand why it isn't something that the game developers will want happening all the time, so the idea that it's a rare thing that the Monarch has a say in... but that it's POSSIBLE... is all I was hoping to hear.
From the standpoint of a gamer, in a game like this the possibility of leaving a lasting legacy can be incredibly important. Perhaps it might be difficult and rare. Perhaps it SHOULD be difficult and rare. But having that as a goal will keep a lot of people motivated, I feel.

I like the Southern Colony flag with the exception of the red bar, very evocative of a flag out of time; maybe make the red bar a horizontal stripe, or 2 red horizontal stripes/bars separated by a white or blue (similar to a Carolinian flag)?
Does each client nation have the same Army and Navy caps as their parent nation?
By that I mean, will the Southern Colonies, for instance, be allowed three Naval Fleets just as Great Britain has?

Yes. You've laid the finger on tactical advantages. Imagine nations are rich enough to maximize the army and navy, and with the most powerful options available, and they have the gamer base to fill them up too, then the limit of such a nation is in the maximum size of fleets and divisions. That is how ultimately the game is balanced. China, for instance, with a massive population (huge tax income) and a lot of gamer potential can probably easily achieve this. Yet, China is only one nation. They can only send 3 full fleets out. That curtails their power.
So now we have the 13 Colonies, three nations with each 3 fleets. If they manage to be economically powerful enough, have enough gamers and work together, it's 9 coordinated fleets. That's a big military machine.
However, Britain has a lot of client nations, and so do other big powers. They can count the 3 'USA' nations among them, but also Scotland, Ireland, Hanover, Hudson Bay Company, etc., etc. Britain, and a few other nations, have a lot of power if they manage to populate those nations and have the funds. Providing they can keep all those nations together and fight for them effectively. The Ottomans, the Dutch, the Spanish, the Portuguese, the French, the Danes, all have several client nations at the start of the game. The Asian nations tend not to have many, but they are economically pretty substantial, so if they manage to unite it might change quickly. That is why there are the mechanics to form unions between nations. The 13 Colonies are already a union at the start of the game. Any ambitions for world domination by a single nation are unrealistic, no matter how rich and populous they are. You need to form unions and work with allies to really dominate, or gather a lot of client nations by conquest and make them work well for you.
So there are two models that can work in truly dominating the world. The Napoleonic dictator model, where you subdue a vast amount of other nations and make them work for you effectively. Or the 'NATO' model, where you create a strong union of nations with the same interests.

The following definitions apply to these Terms and Conditions of Administration:
a) “STAK DG”: Stichting Administratiekantoor Deadeye Games (being Deadeye Games Foundation Trust Office), with its registered office in The Hague, the Netherlands and registered with the Chamber of Commerce under number 76228029;
b) “Company” or “DG BV”: the private limited liability company: Deadeye Games B.V., having its registered office in Amsterdam, the Netherlands and registered with the Chamber of Commerce under number 75214474;
c) “Board” or “Directors”: the Board of Directors of STAK DG;
d) “Share” or “Shares”: a share or shares in DG BV;
e) “Share Certificate” or “Share Certificates”: the rights that are granted after transfer of ownership under title of management of a share of DG BV to STAK DG or after issue of a share by DG BV to STAK DG under STAK DG administered shares;
f) “Share Certificate holder” or “Share Certificate holders”: a holder or holders of one or more share certificates;
g) “Written”: by mail, electronic mail (email) or by any other means of communication capable of transferring written text and signatures;
h) “Gamer Shares”: the share certificates issued by STAK DG; and
i) These Terms and Conditions of Administration (hereafter also to be named: TCA) apply to the so-called Gamer Shares / share certificates.
STAK DG is the sole beneficiary of the shares it acquired and is, with the exclusion of everyone else, entitled to exercise all rights associated to those shares, such as voting rights, rights to claims and rights to dividends, all subject to the provisions of the Articles of Incorporation of DG BV and/or the Articles of Incorporation of STAK DG, as they read now or in the future, and with due observance of these TCA.
If share certificates belong to a community (and/or undivided estate), each member is entitled to exercise the rights attached to the share certificates in proportion to his/her share in the community of certificates. The members can only be represented vis-à-vis STAK DG by one person to be designated in writing.
STAK DG will charge costs for the certification, management and administration of shares to DG BV. STAK DG does not charge share certificate holders (additional) costs other than the one percent (1%) costs upon both buying and selling the share certificates.
The voting rights and all other controlling rights attached to the shares are exercised by STAK DG at its own discretion, taking into account the provisions of the Law, the Articles of Incorporation of STAK DG and these TCA.
Except in the situations provided for in Article 12 of the TCA, share certificate holders cannot claim the administered shares. The cancellation of the share certificates can only be done against the cancellation of the underlying shares.
The administration ends:
At the end of the administration, the share certificates are de-certified (converted into shares) and the corresponding shares will be transferred to the share certificate holders.
STAK DG will immediately (within five (5) working days after the publication of the annual report of DG BV) give the share certificate holders the opportunity to become acquainted with these documents.
In the event of liquidation of DG BV, the surplus will be paid immediately (within five (5) working days) to the share certificate holders while simultaneously canceling the share certificates.
In addition to the provisions in these CTA, the administration of share certificates is also subject to the provisions of the Articles of Incorporation of STAK DG.
The Board is authorized to change these TCA. When a change is made, the Board will immediately notify all the share certificate holders accordingly. The same applies to a change to the Articles of Incorporation of STAK DG. In both case, the Board will inform all share certificate holders in writing, to the (e-mail) addresses referred to in Article 5. For the sake of completeness, a change in the TCA can only be made by unanimous vote in a meeting of the STAK DG Board of Directors, in which all Board Members are present or represented. If not all Members of the Board are present or represented in a Board Meeting in which a proposal to change the TCA is on the agenda, then a second meeting will be convened, to be held within fourteen (14) days after the first, in which, regardless of the number of Board Members present, a valid decision will be made by unanimous vote. Similarly, it can be decided to fully or partially cancel share certificates issued by STAK DG or to dissolve STAK DG. Upon dissolution of STAK DG, all underlying shares will be transferred to the holders of the corresponding share certificates.
Each holder of share certificates is deemed, by obtaining these share certificates (whether or not upon issue), to declare towards STAK DG, the Board and DG BV to be aware of the possible tax consequences of his/her participation in the capital of DG BV through the share certificates and/or exercising his/her rights therefrom. STAK DG and the Board bear no responsibility towards the share certificate holders in this regard.
Insofar as taxes and/or social security contributions are due by STAK DG with regard to acquiring the share certificates by share certificate holders, STAK DG can recover these taxes and/or premiums from the share certificate holder concerned.
Dutch law is applicable to the TCA.
In case of a dispute the Dutch version of the TCA shall prevail.

You agree to indemnify and hold Deadeye Games, the Deadeye Games Group and its officers, directors, employees and licensors harmless from any claim or demand (including but not limited to reasonable legal fees) made by a third party due to or arising out of or related to your violation of these Community Terms or the Guidelines, or your violation of any laws, regulations or third party rights.
We respect intellectual property rights, and expect you to do the same. Please note therefore that the Community is the property of Deadeye Games, its group companies or its licensors and is protected by intellectual property rights (including but not limited to copyright) and that you do not have a right to use the Community in any manner not covered by these Community Terms.
We will make reasonable efforts to keep the Community operational. However, certain technical difficulties or maintenance may, from time to time, result in temporary interruptions. We reserve the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Community or any of its functions and features with or without notice. If we modifies or discontinues the Community for any of the reasons set out above in this Section 14, we or any other company of the Deadeye Games Group, shall have no liability or responsibility to you.
When you sign up for a use the Community, Deadeye Games and its hosting providers may gather, store, share and use your personal data. The privacy and security of your user data is – and will remain – our highest priority. We do not knowingly collect Personal Data from children under 13 years or under the applicable age limit (the “Age Limit”). If you are under the Age Limit, please do not use the Rulers of the Sea Services, and do not provide any Personal Data to us.
