I and a few others on a discord server were wondering when a port business was made does one person/gamer makes the business does he/she make ALL of the weapons/ships or do they hire more than one person to help them?? I just wanted to figure this out so there is no confusion on this subject. Thank you in advance!!
The short and simple answer is:
For a big part Rulers of the Sea is a simulation game, and in particular, a business simulation game.
If you make armaments, this means you own the Armament factory in port. This place has a lot of upgradeable facilities. Blacksmith workshop, Gunsmith workshop, Cannon foundry, etc. You employ people there, they are called cws characters. Workers, tradesmen, foremen.
You employ and manage a factory full of people to run the place and produce weapons, you don't make any yourself, you are the director.
But if you wonder whether another gamer can be involved, yes, you can employ another gamer as director when you have a Joint Stock Company. This is a company that can hold a lot of businesses. That might all become a bit too much to manage. You can then also employ other gamers to do part of the management.

I think the question is more Can competing businesses be in port? Multiple Shipbuilding (Drydocks) and the such or is it done based on whoever the Governor awards the contract to in port? I understand, based on another person saying so, that monopolies were very common back then.
This depends on the business type. A port business, a business that is actually IN the port, that you can visit as a location, only has one per port. So a shipbuilder, an arms factory, a tavern, inn, club, brothel, hospital, tailor, jeweller, fishery, whaler, shipping company, etc.
A plot business is a type of business around the port, you can't visit it physically, you manage it 'on paper'. Those plots will be available on demand (in a region, not always in a port), and there are also plots with rare resources, they are available in lesser numbers. These are businesses like farms, plantations, mines, orchards, forestry, etc., etc.

Overall, I am in agreement with your decision to only have 1 special business per port. It makes sense because they are physical locations a player can visit within a port. It would be confusing if you had to walk through 20 different shipyards at each port. Or even worse, having to decide between multiple hospitals (though that could be interesting!). With that said, I have a few thoughts/concerns on the matter that maybe haven't been considered or perhaps are not an issue at all. Keep in mind I am responding with the focus on shipyards but the same logic can be applied to all special trades that are only 1 business per city.
1) Scarcity of ships/bottleneck for small nations. As you say, ships will require days to build.. With only 1 shipyard per port, I can imagine smaller nations not being able to produce every ship needed. Perhaps they only have the capacity to build ships for the navy and their best merchants.. then everyone else has to turn to neighboring allied nations to provide the rest of the ships needed. How is this going to be balanced to allow every player in the game (who wants a ship) to purchase a ship? How far are you expecting the average player to travel to find a shipbuilder willing to help them?
2) Regional competition. Per a discussion about this on discord, it was pointed out that competition will happen mostly on the regional level and with a smaller percentage on the global level. This is primarily based on how far a player is willing to travel to search for ships. For an example, I would guess the average player would be willing to check somewhere between 2-6 ports to purchase a ship. This would be the effective market of competition. Assuming there is no scarcity of ships (supply meets demand), the 2 major deciding factors left would be ship quality and price. With the market for competition being relatively small (6 ports), the entire market could be controlled by 1 player via joint stock company (monopoly) or a small group of friends that agree on ship builds and prices (oligopoly). With such few competitors in the regional markets, there may be little incentive to innovate or set reasonable prices.
3) Barriers to entry/no control. As I understand it, these special businesses are first come, first serve. In other words, the first player to purchase the shipyard gets to control it exclusively until they choose to sell it. This means the only possible barrier to entry would be money, likely a loan from the bank. So perhaps the Minister of Finance could influence who gets the loan to buy the business, but besides that, I do not see any control over ownership. Certainly, there will be ports that get incompetent/hard to work with business owners (it happens in every game). I am afraid that with the possible 1) scarcity of ships and 2) limited competition that situations will arise where players are forced to do business with bad managers. What, if anything, can be done to force new ownership? (aside from boycotting the business and risking a negative impact on that port/nation's economy)
On another note:
4) Localization. In an Age of Sail video game, it would make sense that a lot of players are interested in the shipbuilding career. It could be possible that there are more shipbuilders than there are available shipyards. At the very least, it's almost certain that there will be nations with more prospective shipbuilders than available shipyards. This would lead to players jumping around to other nations until they find a free shipyard. This goes for all the other exclusive businesses. So in that case, you would see (for example) US players playing in Africa and German players playing in Asia. This goes against a statement I read about a desire for players to play in their real life nations. I personally do not mind this but just want to make sure that this was considered.
*I assume I may not have got everything right in this post as I do not know this game inside and out as Peter does. But these are situations I have seen in other games with player driven economies and (if anything) want to make sure these outcomes were considered.
I just hope that there will be enough space for fair competition and monopolies won't block careers of young shipbuilders 😊 I'm sure we will see some rich, wealthy and influential nobles taking control over big parts of the market, perhaps some price collusions between shipbuilders happening here and there, but it's most important to not set entry levels too high. As long as the entry rules won't be too harsh for the new shipbuilders, everything should be fine more or less.

Okay then! These are some deep questions that require some deep answers. So be prepared. All these things you mention have been pretty well balanced, but we're now descending in deeper layers of the mechanics and simulations
1 & 2
Considering each port only has one shipyard, there will most likely be a real scarcity of them. This is by design.
Rulers of the Sea is a real economy and business simulator. A real economy has scarcity. Without it, the market will not work. The principle is that shipbuilder is a real career. And there are many scarce careers like it. If we want these careers to be worthwhile, we can't make them available for everybody. Because we'd get a lopsided business distribution. You'd get 7000 shipbuilders, which would make competition in that business line impossible, no profit could be made due to overcapacity. While no-one would be in the minerals and metal business line, because shipbuilder is so much fun. So no competition there. Nails would then be affordable, and ships dirt cheap. It would be a bizarre economy, because gamers make unrestricted choices.
So there are just about a little more than 900 possible shipyard locations, taking into account all the uninhabited ports as well. But let's say about 780 effectively inhabited ports. And a number of them in really far-off regions, like Oceania, the Pacific, etc. But that applies to all port businesses. Tailor. Arms Factory. Hospital. Inn. Whaler. Etc. Etc. So let's say there are around 8000 unique port businesses.
So yes, of you are going for those port businesses, only around 8000 gamers are going to be happy, and they need to make a choice for a business line, so if shipbuilding is the specific thing you want, you will find it hard to get into. It adds frustration, and a great sense of achievement, and having something special, if you do.
Plot businesses, however are 'unlimited', those are always available in your region, so it is not that you can't get a business, it's just that it will be difficult to get into certain types of business.
Gamers do not 'choose' a profession, like in MMORPG's, where you choose to be something at the start. If you want to go into shipbuilding, you go to University to get the qualifications, next you go to the bank for a loan, and then you need to look out for a Shipyard for sale. Or make a deal. Maybe you had that beforehand. But if you do not succeed, no harm, the bank can withdraw the loan if you haven't used it. And you can follow another course, get another qualification, and try another type of business. So it's just like real life. It might be trial and error, and a road to conquer your spot in the world.
As to scarcity of ships in particular:
That can occur. But a few things are important to realise with ships.
Ships last a long time, if maintained well. This means you can expect a thriving second-hand market. Buying a new ship is going to be very expensive. Buying a second hand ship, or a navy hand-me-down, or a captured ship offered for sale, is going to be a lot less expensive.
To give you an idea: a Frigate might cost around 100.000 Pounds to build, that's an equivalent in today's money of 18 million Pounds (22 million Dollars). A Brig will still cost 30.000 Pounds. A first rate ship 500.000 Pounds. (all estimates) So it's not like all gamers will just buy a new ship whenever they need it. Either you are very rich, or you are in a business that can secure a loan for a new ship (which would be collateral too), or you are the government. It's quite a big deal to have a ship built. Most gamers will probably, just like with cars today, buy second hand. Or like ships today, they are also constantly being re-sold and re-fitted. So you can count on shipyards primarily building for navies and bigger businesses. And they also trade in the second hand ships. Fix them up and put them on sale.
Also, the size of ships a shipyard can build are maximised per tonnage, they can upgrade the business to increase build capacity (but that will be a big investment). They can also train and manage their staff better, and then increase project delivery times. Almost up to a factor of 50%. So the difference between capacity of shipyards can be great. And what a shipyard does not want is an empty order book, because you'd still be paying for a lot of the (more qualified) staff.
As for local scarcity of ships: A ship is a huge purchase. It is totally worth it to travel far to get one. So to just stick to 6 ports, sure, if that's all you have in you, you might experience it's hard to find what you need. But if you have heard that France has a huge capacity of shipbuilders, while Sweden, where you are, isn't doing so well, I would certainly travel to France. On the other hand, shipyards sell second hand ships and can also trade with each other. So if in France there are a lot of ships unsold, costing the shipyard harbour fees, while Denmark has demand, it would make sense to sell ships to Danish shipyards where they move faster. So ships can also come to you. And maybe your local shipyard owner has contacts. You look for a certain ship, he asks around among colleagues, and will find you a nice one in Genoa. All that is needed is that you fetch it, or it is shipped over.
Again, this is like the real world. You want to buy a Yacht, you go to the broker. The broker will scan the market and find you what you want. The shipbuilder doesn't only produce ships, and sells ships, he's also a broker, if he wants to be. You can express what you are looking for, he can look for you. Of you do that yourself, of course. All ships in the game are pretty unique in properties, with unique name, history, so that lends itself pretty well for such a market.
That's not how it works (about hogging a shipyard).
A shipyard is never truly yours. You lease it from the port Governor. Your lease contract comes at a weekly lease price, a purchase sum for the properties on the land, and the contract has an expiry date. The Governor sets all these conditions, and you accept them or not. Once you have a contract, it cannot be broken (unless the port is conquered by another nation). But eventually it will end, and then you'll have to re-negotiate with the Governor. Unless he/she flat out refuses. Then you lose the business again.
A lease contract can be broken before expiry, but that has to go through court, and would obviously happen if the Governor feels you committed some sort of crime. Another way to lose your lease contract is if you don't pay the weekly lease.
If you lose your contract, you will get a compensation for the properties on it, but don't expect that to be 100% of the investment value.
You can also sell your business, including the lease contract, to another gamer. In that case the name on the contract changes.
So you can expect there to be a fair turnover in shipyards, but you still need to be lucky, or but it from another gamer. And yes, it is possible that a gamer with a Joint Stock Company owns several shipyards. That might lead to a local monopoly.
But I give you this for consideration: the government, represented by the Governor, has only one interest for a port. A thriving shipyard. If you have a thriving shipyard, it brings more sales, more repairs, more visits, so more sales tax, more income tax, more local economy. Additionally, a port is often also a station to a Squadron of the navy, and that Squadron needs to be supported by a good shipyard. So the Admiral of the Fleet also wants good shipyards. And so does the Home Secretary that has oversight over the Governors. And so does the Chancellor of the Exchequer, that sets up loans for shipyards.
So a shipbuilder does not live in isolation. To just push up your prices and make ships unnecessarily expensive in your nation is harming the overall position of the nation. If you want to renew your lease contracts when they expire, a good idea is to do a good job.
Gamers can settle in any nation they want. The time-zone system limits this, it is really inconvenient for an American gamer to play in Africa, because you'd be in bed during times when a lot is happening there. So it is not going to make you very competitive.
But for owning a shipyard that is not necessary. If the particular nation allows foreign investment from nationals from your nation, you can buy a shipyard in a foreign country. Running it, in that different timezone, and at a greater distance, might be more difficult. Although you can station a (unlocked) family member in a foreign land, so you can act fast. But you can also opt to employ a gamer to run the business for you as a director.
Foreign investment can be very attractive for nations, it attracts a lot of money, especially if your own populace has less money to invest. So I am sure this will happen quite a lot.

Wow! Thanks for the response Peter! As mentioned previously, these are legitimate concerns that I have experienced with other games so I choose to bring them up here to make sure they have been considered. You present us a bullet-proof plan (this game) and I take it upon myself to try to find the holes and leaks. I hope these discussions are beneficial to more people than just me, if not, I will take a step back. But since there was so much confusion on this topic, I figured I would take it one step further and dive in.
My major concerns when writing on this topic were players getting shut out of certain careers and nations getting stuck with incompetent craftsmen. Per usual, I made a few wrong assumptions when writing the post so i'll list my fallacies here to better explain my logic:
1) I (wrongfully) assumed that shipbuilders would be the primary market to buy a ship and intentionally ignored the resale/second-hand market. I assumed this because from a "gamer's perspective", players tend to not be satisfied sailing second-hand ships. In most games, a second-hand ship is rather a placeholder until the player can get their own ship built new. Players tend to take pride in ships built and customized specifically for their needs and it is also a measure of status and accomplishment. Now that you put it into perspective, I can now see that many players will never be able to afford their own personalized ship (at least not until they have created a successful business) and that most of the competition will happen in the second-hand markets. I am still a little confused on the mechanics of these markets, but I can look into that later.
2) Re: number of ports and exclusivity. I failed to take into account the total number of available shipyards (including the uninhabited ports) Most of my comments on this topic stem from my experience with Uncharted Waters Online. It was a mechanic in that game that there could only be 1 shipbuilder in each port that could build the desirable "meta" ships. There could be other shipbuilders in the same ports, but they could not make quality ships. The cost to claim these shipyards was $100-$1000 USD. Despite the ridiculous barrier to entry ($)... every shipyard in the game was claimed over night, including islands in the middle of the the Pacific Ocean. This turned into the richest players and biggest clans controlling all of shipyards. And if you were not friends with these players, you were stuck buying used ships or building inferior ships. There were somewhere around 200 shipyards in that game so maybe with 900 available in this game, everyone may have a better shot at getting a shipyard if they want one bad enough. I also realize that this is a very different game, but my point is that shipbuilding is a very desirable profession in all age of sail games I have played, I do not see why it would be any different in this game.
3) I completely got the mechanics wrong on ownership. I thought I had researched this, but clearly did not and I am rather embarrassed that I presented an argument based on wrong information 😳 . My biggest concern when writing this topic was incompetent shipbuilders maintaining their positions. But I now see that will most likely will not happen since government can make their life hell by increasing rates or refusing service. My bad!
As I originally stated, I think you have laid out a good plan for the game. I wouldn't have invested in the project if I did not think that! I just know from years of gaming that gamers will always search for ways to exploit the game mechanics for their own personal gain and find ways to ruin the game for other players. That is the last thing I want to see happen here, that is why I take the time to dive deep into these issues. Partially part of the topic so I'm not sure if I should make a separate one asking the question. There's been mention of second-hand market, capturing ships etc. Are there going to be any "gamer benefits", say incentive to sink ships rather than capture them? Aside from the usual "hard to board/capture" or "safer to sink" scenarios, is there anything extra to sinking ships? Say in other games you stand before 2 options: sink and gain more experience or capture and enjoy your price. This is leading to question if there is any safety mechanic preventing everyone just from capturing ships, flooding the market with second-hand ships and giving very few reasons to build new ones.

Oh, it's my pleasure to do a deep dive, and your questions were not wrong at all. It brings back memories of me struggling with the same things in the design. Everything is a puzzle. How do you make it work? How do you balance it? And questions I get often lead to new thoughts, always worthwhile.
The fact that it is so special to have a new ship, is also a wonderful thing. Once you reach the situation where you can have your own ship built, that will be a very special feeling. And imagine the value it has for you. Not just a generic thing. A thing everybody can get. But special, really special.
But you created that ship with care, discussed the designed, gave it a unique name. And you sailed it a good long time. It survived storms, battles, broke records, you maintained and tweaked it. You're proud of it. But at one point you'll want to replace it. And you sell that special ship.
And now someone else gets it. With your name. With the logbook with all its past performances and adventures. And this person has a ship with a history. And loves it. Or maybe hates it, who knows. he will build a relationship with your old ship. And maybe one day you'll see it sail past and you'll remember.
The whole idea is to try to make ships special. To give them a personality. Make them a character in the game.
Very interesting. I had a look at UWO once, but never really played it, I had no idea it worked like that.
I think scarcity should be balanced with opportunity. Otherwise it loses its value. If you don't have a reasonable chance to lose or gain a thing, it becomes a given. We must create a turnover.
I think three things will create the greatest turnover of ship yards. 1. The expiration of lease contracts. 2. Bankruptcies. 3. Wars.
We purposely don't let you buy anything in-game with real money. If you do that, than you can't also remove a thing, because it is a real purchase. So no game shop for ships, costumes, guns, houses, etc., etc. Everything is traded and arranged between gamers.
And gamers monitor gamers for balance. Like the Governor is a stakeholder in the shipyard. And the Home Secretary is a stakeholder in the Governor. Etc. Etc. That way there is always a possibility one gamer will regulate something of another, to keep a balance, in this case, that the shipbuilder trades in the benefit of his port and nation. It can fall apart when all the gamers don't do their jobs. But then ultimately the nation will fail, and taken over by another. So there will always be a tendency to bring order to chaos, that is the intention. Order will always win out.
The biggest builder of ships will likely be the navy. It's the job of the Secretary of the Admiralty to place orders. Providing the Secretary is not completely corrupt, he/she will be looking for the best quality/price/delivery speed, and shipyards will definitely want to compete over these contracts. So that might be an interesting push for quality.

No, there will not be a gamefied benefit. There are some practical considerations.
Capturing a ship will always be attractive, considering the prize money. But you need to spare crew to sail it to a port, which means your ship will be short-staffed. That diminishes your fighting strength. This could be an unwise move if you are in dangerous waters.
And there if the cost of a boarding, as you correctly indicated. It's likely going to lead to more casualties. And some close broadsides that will need more repairs.
So it might not always be worth it. And sometimes a ship might be too damaged to sail home anyway.
But yes, if a lot of ships are captured, it might flood the market at places.
A flooded market will bring down the value of ships that the shipyard sells. And that is not always beneficial. Because the shipyard also has to pay a harbour fee for each unsold ship. So they need to have a turnover, and sell at a decent profit after the repairs needed, to make a profit.
So if the shipyard has too many ships, it can scrap/decommission them. For instance instead of repairing them and putting them up for sale. Scrapping a ship means that the shipyard can recoup a certain amount of materials, so it can be interesting. And obviously the prize will then fetch the scrap value.
So ships will disappear from sinking (a lot can also be lost in storm, navigational errors, or poor maintenance), or scrapping.

The following definitions apply to these Terms and Conditions of Administration:
a) “STAK DG”: Stichting Administratiekantoor Deadeye Games (being Deadeye Games Foundation Trust Office), with its registered office in The Hague, the Netherlands and registered with the Chamber of Commerce under number 76228029;
b) “Company” or “DG BV”: the private limited liability company: Deadeye Games B.V., having its registered office in Amsterdam, the Netherlands and registered with the Chamber of Commerce under number 75214474;
c) “Board” or “Directors”: the Board of Directors of STAK DG;
d) “Share” or “Shares”: a share or shares in DG BV;
e) “Share Certificate” or “Share Certificates”: the rights that are granted after transfer of ownership under title of management of a share of DG BV to STAK DG or after issue of a share by DG BV to STAK DG under STAK DG administered shares;
f) “Share Certificate holder” or “Share Certificate holders”: a holder or holders of one or more share certificates;
g) “Written”: by mail, electronic mail (email) or by any other means of communication capable of transferring written text and signatures;
h) “Gamer Shares”: the share certificates issued by STAK DG; and
i) These Terms and Conditions of Administration (hereafter also to be named: TCA) apply to the so-called Gamer Shares / share certificates.
STAK DG is the sole beneficiary of the shares it acquired and is, with the exclusion of everyone else, entitled to exercise all rights associated to those shares, such as voting rights, rights to claims and rights to dividends, all subject to the provisions of the Articles of Incorporation of DG BV and/or the Articles of Incorporation of STAK DG, as they read now or in the future, and with due observance of these TCA.
If share certificates belong to a community (and/or undivided estate), each member is entitled to exercise the rights attached to the share certificates in proportion to his/her share in the community of certificates. The members can only be represented vis-à-vis STAK DG by one person to be designated in writing.
STAK DG will charge costs for the certification, management and administration of shares to DG BV. STAK DG does not charge share certificate holders (additional) costs other than the one percent (1%) costs upon both buying and selling the share certificates.
The voting rights and all other controlling rights attached to the shares are exercised by STAK DG at its own discretion, taking into account the provisions of the Law, the Articles of Incorporation of STAK DG and these TCA.
Except in the situations provided for in Article 12 of the TCA, share certificate holders cannot claim the administered shares. The cancellation of the share certificates can only be done against the cancellation of the underlying shares.
The administration ends:
At the end of the administration, the share certificates are de-certified (converted into shares) and the corresponding shares will be transferred to the share certificate holders.
STAK DG will immediately (within five (5) working days after the publication of the annual report of DG BV) give the share certificate holders the opportunity to become acquainted with these documents.
In the event of liquidation of DG BV, the surplus will be paid immediately (within five (5) working days) to the share certificate holders while simultaneously canceling the share certificates.
In addition to the provisions in these CTA, the administration of share certificates is also subject to the provisions of the Articles of Incorporation of STAK DG.
The Board is authorized to change these TCA. When a change is made, the Board will immediately notify all the share certificate holders accordingly. The same applies to a change to the Articles of Incorporation of STAK DG. In both case, the Board will inform all share certificate holders in writing, to the (e-mail) addresses referred to in Article 5. For the sake of completeness, a change in the TCA can only be made by unanimous vote in a meeting of the STAK DG Board of Directors, in which all Board Members are present or represented. If not all Members of the Board are present or represented in a Board Meeting in which a proposal to change the TCA is on the agenda, then a second meeting will be convened, to be held within fourteen (14) days after the first, in which, regardless of the number of Board Members present, a valid decision will be made by unanimous vote. Similarly, it can be decided to fully or partially cancel share certificates issued by STAK DG or to dissolve STAK DG. Upon dissolution of STAK DG, all underlying shares will be transferred to the holders of the corresponding share certificates.
Each holder of share certificates is deemed, by obtaining these share certificates (whether or not upon issue), to declare towards STAK DG, the Board and DG BV to be aware of the possible tax consequences of his/her participation in the capital of DG BV through the share certificates and/or exercising his/her rights therefrom. STAK DG and the Board bear no responsibility towards the share certificate holders in this regard.
Insofar as taxes and/or social security contributions are due by STAK DG with regard to acquiring the share certificates by share certificate holders, STAK DG can recover these taxes and/or premiums from the share certificate holder concerned.
Dutch law is applicable to the TCA.
In case of a dispute the Dutch version of the TCA shall prevail.

Welcome to the Rulers of the Sea (hereinafter referred to as “RotS”) Support Community Terms and Guidelines (the “Community Terms”).
Thanks for choosing the RotS Support Community (the “Community”). The Community is a place for discussions and exchange of information, tips, and other materials related to the RotS Service.
These Terms constitute a legally binding agreement between you and Deadeye Games B.V, so please read them carefully. If you do not agree to the Terms, please do not use the Community. Some of the terms, such as “RotS Service” used in these Community Terms are defined in our Terms of Services.
Deadeye Games B.V. is a private company with limited liability and incorporated under the laws of the Netherlands, having its registered office in The Hague and its principal place of business at XX. Deadeye Games is the developer of the RotS game. Deadeye Games B.V. is sometimes also referred to as “Deadeye Games”; “we”, “us” or “our”.
In order to use the Community, you must (1) have an existing RotS account; and (2) create a “Community Account” by following the instructions on the Community registration page. You must ensure that your registration information is true, accurate and complete, and that you keep it up to date. We may reclaim or amend your username at any time.
It is strictly prohibited to include any information in your profile that suggests you are a Deadeye Games B.V. employee or moderator, or to otherwise pose as such an employee or moderator when using the Community.
Information, advice or other material of any kind posted on the Community (“Content”) is not official support provided by Deadeye Games. For official support with account related and payment related questions, please submit a ticket to our customer service department using the contact button. You acknowledge that opinions expressed in Content on the Community are those of contributors of such Content only and does not reflect the opinions or policies of Deadeye Games or its affiliates or group companies.
You are responsible for all Content that you post on the Community. We do not control and assumes no responsibility for such Content or any Content posted by other users.
We reserve the right to moderate the activity on the Community and may remove or edit any Content for any or no reason, including, but not limited to, Content that, in our sole discretion, violates these Community Terms. We may remove or edit such Content without prior notification to the responsible user.
Remember that use of the Community in conflict with any of the Terms may result in immediate termination or suspension of your accounts (see the Term and Termination section below).
Please help us to protect the integrity of the Community and to ensure that the Community remains as helpful as possible by reporting any inappropriate activity or user posts in the Community.
The integrity and safety of our Community and our users means a lot to us. In order to keep the Community as efficient and helpful as possible, we expect you to observe our Guidelines.
The Community features a reward system whereby RotS, in its sole discretion, may reward users based on their overall contribution to the Community. You acknowledge that our decision in respect of any reward shall be final and binding. We may change or remove the reward system at its discretion from time to time.
You grant us a non-exclusive, royalty-free, perpetual, worldwide license to use, reproduce, modify, make available to the public, publish, translate, create derivative works from and distribute any Content or feedback that you post on or otherwise provide through the Community and to exercise all copyright and publicity rights with respect to such Content or feedback, without any attribution to you.
These Community Terms will become effective in relation to you when you create a RotS Community Account and will remain in effect until you terminate your RotS Community Account or the earlier termination by us thereof.
You may terminate your RotS Community Account at any time by contacting us. Without limiting its other rights to terminate access to the Community, we reserves the right to terminate or suspend your RotS Community Account at any time if, in our sole discretion, you are in contravention of any of the Terms. If we terminates or suspends your RotS Community Account for any reason whatsoever, we or other companies of the Deadeye Games Group, shall have no liability or responsibility to you. Please note that if your RotS Community Account is terminated by you or us for any reason, Content that you have posted may be kept in the Community in an anonymized form.
The use of the Community is at your own risk. The Community is provided on an “as is” and “as available” basis. To the fullest extent possible under applicable law, we give no warranty, express or implied, as to the quality, content and availability or fitness for a specific purpose of the Community. In addition, we do not warrant, endorse, guarantee or assume responsibility for any Content posted on the Community or any hyperlinked website. As with any information or advice, obtained through any medium or in any environment, you should use your judgment and exercise caution where appropriate. No advice or information whether oral or in writing obtained by you from us or any other company of the Deadeye Games Group shall create any warranty on behalf of Deadeye Games in this regard.
In no event shall Deadeye Games, its group companies officers, directors, employees, licensors of RotS or any third parties be liable for any direct, indirect, incidental, special or consequential damages (including but not limited to any loss of data, service interruption, computer failure or pecuniary loss) arising out of the use of or inability to use the Community, even if you have advised us about the possibility of such loss, and including any damages resulting therefrom. Your only right with respect to any problems or dissatisfaction with the Community is to terminate your account as set out in Section 9 above and to stop using the Community. Nothing in these Community Terms removes or limits our liability for fraudulent misrepresentation, death or personal injury caused by its negligence.
You agree to indemnify and hold Deadeye Games, the Deadeye Games Group and its officers, directors, employees and licensors harmless from any claim or demand (including but not limited to reasonable legal fees) made by a third party due to or arising out of or related to your violation of these Community Terms or the Guidelines, or your violation of any laws, regulations or third party rights.
We respect intellectual property rights, and expect you to do the same. Please note therefore that the Community is the property of Deadeye Games, its group companies or its licensors and is protected by intellectual property rights (including but not limited to copyright) and that you do not have a right to use the Community in any manner not covered by these Community Terms.
We will make reasonable efforts to keep the Community operational. However, certain technical difficulties or maintenance may, from time to time, result in temporary interruptions. We reserve the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Community or any of its functions and features with or without notice. If we modifies or discontinues the Community for any of the reasons set out above in this Section 14, we or any other company of the Deadeye Games Group, shall have no liability or responsibility to you.
We may change the Guidelines at any time, at its sole discretion. Any material changes will be communicated to you and your acceptance of and/or continued use of the Community after such notification of change will constitute your acceptance of such changes. Please do not use the Community if you do not agree to the new Terms.
In the event that the Community Terms and Guidelines are translated into other languages and there is a discrepancy between the two language versions, the English language version shall prevail.
We may assign its rights and obligations in connection these Community Terms without restrictions. You may not assign your rights or obligations in connection these Community or your Community Account, or any part thereof, to any third party
Thank you for using Rulers of the Sea. At Rulers of the Sea, we want to give you the best possible gaming experience to ensure that you enjoy our service today, tomorrow, and in the future. To do this we need to understand your gaming habits so we can deliver an exceptional service specifically for you. That said, your privacy and the security of your Personal Data is, and will always be, enormously important to us. So, we want to transparently explain how and why we gather, store, share and use your Personal Data – as well as outline the controls and choices you have around when and how you choose to share your Personal Data.
This Policy sets out the essential details relating to your Personal Data relationship with Deadeye Games B.V., a private company with limited liability and existing under the laws of the Netherlands, having its registered office in The Hague and its principal place of business at XX and developer of the Rulers of the Sea game. The Policy applies to all Rulers of the Sea Services and any associated Services. The terms governing your use of the Rulers of the Sea Services are defined in our Terms of Services (the “Terms of Services”).

“Personal Data” is Data that we have collected from you that identifies you, or which, in conjunction with other data that is in our possession, or is likely to come into our possession, may be used to identify you.
“Non-Personal Data”, is information that we have collected from you which cannot be used to identify you.
You may be aware that European Union law, called the General Data Protection Regulation or “GDPR” gives certain rights to individuals in relation to their Personal Data. Accordingly, we have implemented additional transparency and access controls in our Privacy Center to help users take advantage of those rights. As available and except as limited under applicable law, the rights afforded to individuals are:

The Privacy Center puts you in control of how Rulers of the Sea processes your Personal Data. It provides you with information about what happens if you adjust your settings on your Account Settings page and how to opt out of receiving certain messages from Deadeye Games BV and/or Rulers of the Sea. If we send you electronic marketing messages based on your consent or as otherwise permitted by applicable law, you may, at any time, respectively withdraw such consent or declare your objection (“opt-out”) at no cost. The electronic marketing messages you receive from Deadeye Games BV and/or Rulers of the Sea (e.g. those sent via email) also will include an opt-out mechanism within the message itself (e.g. an unsubscribe link in the emails we send to you).
If you have any questions about your privacy, your rights, or how to exercise them, please contact our Data Protection Officer using the ‘Contact Us’ form on the Privacy Center. We will respond to your request within a reasonable period of time upon verification of your identity. If you are unhappy with the way we are using your Personal Data you can also contact and are free to lodge a complaint with the Dutch Data Protection Authority (Autoriteit Persoongegevens) or your local Data Protection Authority.
We process your Personal Data in the following ways:
Through your use of the Rulers of the Sea Services – when you use the Rulers of the Sea Services, we collect Personal Data about your use of the Rulers of the Sea Services such as your email address, date of birth, gender and country;
Personal Data collected that enables us to provide you with additional features/functionalities – from time to time, you also may provide us with additional Personal Data or give us your permission to collect additional Personal Data e.g. to provide you with more features or functionalities. As described further below (see Voluntary Data), we will not collect photos, precise mobile device location, voice data, or contacts from your device without your prior consent. You always will have the option to change your mind and withdraw your consent at any time.
In general, we use log files to monitor traffic on our Website and to troubleshoot technical problems. In the event of user abuse of our Website, we may block certain IP addresses.
We (will) use anonymised and aggregated information to optimize your experience of the Rulers of the Sea Services but also for purposes that include testing our IT systems, research, data analysis, creating marketing and promotion models, improving the Rulers of the Sea Services, and developing new features and functionality within the Rulers of the Sea Services.
In addition to Sections 5.1 and 5.2, if we reasonably suspect that any of the Rulers of the Sea Services or your Account is being or has been misused, including without limitation, by virtue of any:
Deadeye Games B.V. may collect further Personal Data and Non-Personal Data to verify or refute such suspicions within the limits of applicable law and taking into account your reasonable data protection interests. We will use this Data to comply with applicable law and enforce our rights under civil and penal law against the respective users.
Optionally you may choose to send crash reports or contact Customer Support for any technical and commercial issues.

The collection of the data set out in this Section 5.4 is not mandatory. However, we might not be able to fix bugs or handle the technical and commercial issues you have without this data. For legal reasons this information will be stored as long as your account remains open and for the applicable statues of limitations thereafter.
We have set out in the tables below the categories of Personal Data we collect and process about you:

The following Personal Data will always be publicly available on the Rulers of the Sea Services: your ID and/or username and potentially a profile picture.

We also will share your personal data where we in good faith believe that it is necessary for the purpose of our own, or a third party’s legitimate interest relating to national security, law enforcement, litigation, criminal investigation, protecting the safety of any person, or to prevent death or imminent bodily harm, provided that we deem that such interest is not overridden by your interests or fundamental rights and freedoms requiring the protection of your Personal Data.
We keep your Personal Data only as long as necessary to provide you with the Rulers of the Sea Service and for legitimate and essential business purposes, such as maintaining the performance of the Deadeye Games Services, making data-driven business decisions about new features and offerings, complying with our legal obligations, and resolving disputes. We keep some of your Personal Data for as long as you are a user of the game.
If you request, we will delete or anonymise your Personal Data so that it no longer identifies you, unless, we are legally allowed or required to maintain certain Personal Data, including situations such as the following:
Deadeye Games B.V. might share your Personal Data globally with other companies in the Deadeye Games B.V. Group in order to carry out the activities specified in this Policy. Deadeye Games B.V. may also subcontract processing to, or share your Personal Data with, third parties located in countries other than your home country. Your personal data, therefore, may be subject to privacy laws that are different from those in your country of residence.
Personal Data collected within the European Union and Switzerland may, for example, be transferred to and processed by third parties located in a country outside of the European Union and Switzerland. In such instances Deadeye Games B.V. will ensure that the transfer of your Personal Data is carried out in accordance with applicable privacy laws and, in particular, that appropriate contractual, technical, and organizational measures are in place such as the Standard Contractual Clauses approved by the EU Commission.

We may display advertisements from third parties and other content that links to third-party websites. We cannot control or be held responsible for third parties’ privacy practices and content. If you click on a third-party advertisement or link, please understand that you are leaving the Rulers of the Sea Service and any Personal Data you provide will not be covered by this Policy. Please read their privacy policies to find out how they collect process and protect your Personal Data.
We are committed to protecting our users’ Personal Data. We implement appropriate technical and organisational measures to help protect the security of your Personal Data; however, please note that no system is ever completely secure. We have implemented various policies including pseudonymisation, encryption, access, and retention policies to guard against unauthorized access and unnecessary retention of Personal Data in our systems.
Your password protects your user account, so we encourage you to use a unique and strong password, limit access to your computer and browser, and log out after having used the Rulers of the Sea Services.
The Rulers of the Sea Services are not directed to children under the age of 13 years. However, in some countries, stricter age limits may apply under local law. Please see our Terms of Services for further details.
We do not knowingly collect Personal Data from children under 13 years or under the applicable age limit (the “Age Limit”). If you are under the Age Limit, please do not use the Rulers of the Sea Services, and do not provide any Personal Data to us.
If you are a parent of a child under the Age Limit and become aware that your child has provided Personal Data to Rulers of the Sea, please contact us using the form on the Privacy Center, and you may request exercise of your applicable rights detailed in the ‘Your rights and your preferences: Giving you choice and control’ Section 4 of this Policy.
If we learn that we have collected the Personal Data of a child under the age of 13 years, we will take reasonable steps to delete the Personal Data. This may require us to delete the Rulers of the Sea account for that child.
We will occasionally update this Policy. When we make material updates to this Policy, we will provide you with prominent notice as appropriate under the circumstances, e.g., by displaying a prominent notice within the Rulers of the Sea Services or by sending you an email.
Please, therefore, make sure you read any such notice carefully. Annually this Policy will be reviewed for accuracy and changes in GDPR. If no material changes are made, you will not be notified.
