In 18th century Commonwealth had a really bad rulling dynasty kings named Augustus II and Augustus III Wettin, They were hated because they made unnecessary wars with the Swedes, used the support of the Russians and Prussians in order to install them selves on the throne and overthrow a democratically chosen monarch King Stanislau Leszczyński (the guy in my profile). So is there a way, to get rid of the king that was forced and put on the throne a true Piast (Polish), King that we all deserve in this 2nd chance :)? I know it's a game but it's kind of like the thing with American independence and King George rulling over 13 colonies.

In a way you're lucky. He's such a disinterested monarch that he will probably mostly let the Commonwealth government do its own thing. Maybe not a monarch to be proud of, but easy to manage. To your consolation, he was not the only useless monarch around in Europe.
Imagine Frederick II of Prussia would be your monarch. Now there is an opinionated and strong monarch, that might be a real grief for a Prime-Minister. You want a peace treaty with a nation, but Frederick the Great keeps opposing you, pushing for wars.
In principle the Monarch are constants and follow the historical path. That means you are stuck with him till '63. But.....a nation can actually switch Monarchs! This will be an elaborate process, where not only virtual unanimity of the House of Lords is needed, but also of the whole population (by referendum). And you need another monarch to agree as well. Of course this has huge political implications, because you'll also ally yourself to another nation that Monarch is already ruling.
So shop around, see whether there are good deals to be had, so you can get rid of Augustus. Or relish in the fact that he is so useless that this might actually be useful.

I didn't know referendum is at stake, but it's pretty awesome idea! We can live with Augustus for now, I only hope he will not use the commonwealth as a tool to provide only for Saxony or else he is going to hang 😉
On the other hand, are monarchs going to play out their characters as they did in reality or are they somewhat universal difficulty (character) for each nation?

Well, from a practical sense the Monarchs are the moderators. They are mainly game masters in a roleplaying disguise. And mainly focused on making sure the governments are staying within some bounds of decency, and play as is intended by the game mechanics. So ideally you will not see much of the Monarch. Their function is not to stand in the way of the governments.
But we also want to have some fun with the Monarchs, contribute to the story telling. So we intend to add some twists and turns through the Monarchs. And that we will do with respect of their character. So Augustus III might cause some scandals for instance, or commit some blunders. But knowing him, nothing too serious. And he might listen a bit too well to the Grand Dukes, Princes and Prime-Ministers, considering how uninformed he is.

Peter, if a client nation achieves their independence I know they can choose between existing Monarchs at the top of their government.
Is it possible to create a new Monarch, though? Would the former Colonies be able to create a uniquely American Monarchy, for instance?

No, sadly (from a historical sense) the American nations must have a Monarch. The President of our Union will be, like every other President of a Union, essentially a Diplomat representing the entire Union rather than a single, united nation.
As for players being able to become Monarchs, I have to admit I actually sort of like that they can't. After all it means that there will always be an avenue of oversight to curb the playerbase's most abusive and exploitative instincts. I like that there will always be a (presumably) unbiased place to go to seek justice.

Not at all what I meant, we could populate the world by roleplaying some figures (special characters), they would roam, talk and do business and while an election of a monarch started, this characters could be the ones to choose from. But once they are chosen - they should be taken away from a player and placed in the hands of a Game master.
It probably is a fanaberry, but I dont like monarchs poping up out of nowhere immidietly after indepenedend nations arise. It would be nice to see famous people roaming the streets and do their business.

Technically that should be possible.
The Monarch as an institution, as we use it also for moderation, is the fixed aspect of the game. But the name and title of the Monarch allows for flexibility. Already we follow as as much as possible history, in that Monarchs are called Maharata, Sultan, Imam, Chief, or even more exotic titles, and so forth. For us to create a new custom character and give that character a unique name and title, that is no problem.
It wouldn't be automated, it would be something we could add on request. That is also how we handle a lot of other matters. Say you want to change a nation name, because it is such a specific name for a colony, while it gained its independence. Than you can request a name change, but ultimately that's something we'd alter manually, because it would be so rare it would not happen often. It's just a data field to change.
So technically a Monarch could be called a President, and be a new persona, for instance.
But we also created the Union structure, where you can actually have an elected President. You then still also have a Monarch. But in any case the President would then be playable. So that is also a consideration of course.
But with these things, it needs to make some historical sense, there needs to be a story to it, or else we're creating a fantasy game. So there should be a very specific set of circumstances.
The fun of having to choose an existing Monarch is that you create another level or union between nations. It opens up some options too. Like the fact that there is some level of oversight over that joint union of nations. It doesn't mean the (independent) nations within it can't declare war on each other. But you can expect a royal intervention when that happens, at least a serious call to the negotiating table. And I think it was earlier suggested that you could cement a type of union by asking the Monarch to umpire it. To a certain extent that could be a possibility too (as long as that doesn't become a full-time task for the Game master).
So the tie in with Stanislav, you could of course already have historical characters in-game that will could be elevated to Monarch. The world was full of pretenders. To add these to the game already would be historically realistic.
The suggestion to make those specific characters gamer controlled (until a game master takes them over) I am a little less enthusiastic about. Simply because it is hard to control what gamers do. Ideally that will all be nice roleplaying, but the harsh reality is that you can't really predict what gamers do. And having to moderate all of that is a massive resource. Next having then an election is also adding a real layer of mechanics. It sounds like an addition that has more investment involved, and ultimately is going to deliver some surprises that will need additional management.
I do get the question though, Stanislav is from the Polish Commonwealth, where Monarchs don't quite fit in the existing system. That is a thing we see with some more nations that had peculiar traditions. We also have nations where the Monarch was basically powerless, like Japan. So it doesn't always fit perfectly.
What we're looking for at this point are things that are easy to add with the design that now stands. Those are things that basically are already developed, but we can apply to an additional purpose. So we don't want to expand the design, add complications, at this point, with additional mechanics. Because then we get a shifting project budget.
But those things would definitely be up for discussion after launch. So we can consider expansions like that at a later point.

I had someone ask me today whether players will be expressly excluded from being Monarchs. I told the gentleman in question that I thought Monarchs were all going to be played by DeG employees/moderators.
Based on other conversations I've read (including earlier posts in this one) it seems clear that you're against it, but I don't remember whether you've ever stated 100% that it's not possible for an active player to serve in the role as Monarch.

Well, it's mostly about what the purpose of the Monarchs is that matters.
The Monarchs are basically the game moderators. We introduced them as Monarchs to create an immersive and roleplaying way to moderate the game. In EVE online you have to deal with CCP. That's an entity outside the game world, and I always found that immersion breaking.
The Monarchs in Rulers of the Sea approve certain government actions that are of a great impact for the game world, such as changing names of places, changing a flag, giving away regions, making your nation subservient to another, making client nations independent, etc. The reason for this is really because we don't want exploits in government. All these things can happen in the spirit of roleplay, but not through trickery. So we want a validity check on these major decisions. Just in case the checks and balances of the House of Lords are manipulated.
The Monarchs can also use pardons. This is for when governments abuse the legal powers. Those are fare reaching powers that can be used well in roleplay. But if they are used indecently, the Monarch can intervene. And the Monarch can exile gamers from a nation. Which will happen if there is real abuse going on. Thus blocking them from all ports of that nation, getting them away from other gamers there (the Lord Chief Justice also has this power, and has in that way a light moderation role).
The Monarch can sack a government if they are not functioning in the spirit of the game. Again, if there is some type of manipulation that would not have belonged in the 18th century, the Monarch can put a stop to it.
The Monarch can also reward gamers with noble titles. In name the Monarch does this always, but often titles come automatically with certain achievements. But in addition we also want to issue titles manually for exceptional service to the nations.
And if there is time to spare, we want a Monarch to create some interesting gameplay. Give advice and guidance to Prime Ministers. And set up some secret missions and programmes involving certain gamers, just to spice things up a bit. Interfere a bit with the government, with diplomacy, just be a nuisance here and there as Monarchs can be. Maybe cause a scandal or two.
This all fits very well within the role of the all powerful Monarch and creates an immersive way of moderation.
The question you have to ask yourself: should we give gamers this power in the game? Or give them this job, rather.
Perhaps we will. But this would come with no less conditions as being a moderator/community manager on a professional forum. You can't be a Monarch and a gamer, because you have to remain independent and objective. So you'd be giving up playing the game in any other way. And there is a lot of workflow to deal with as a Monarch, so it would come with a real obligation to be present at set times. They would also have to agree to some pretty strict codes of conduct.
Gamers will be inherently unreliable, because they have jobs and obligations. You can't count on such volunteers to turn up reliably like a staff member would. So for that reason we imagine these people will likely be employees.
But one person would likely play as a number of Monarchs, and likely in specific time zones where he or she lives. Because that is when the business is done there. So likely these moderator jobs would be on offer as jobs in different regions of the world, and together these moderators would form an international team and make plans and policies together.
But I'm not saying it is impossible to have gamers somehow take on this role on a volunteer basis. Maybe this would be possible, if under supervision by one of the paid staff members? After all, many communities also have volunteer moderators. I think we need to think very carefully about what is possible. Because having a Monarch being actively roleplayed is of course a lot of fun for the gameplay element. So maybe you could have more capacity on the Monarchs that way.
So I would say we don't know exactly how to handle it yet. And perhaps community involvement, with certain safeguards, could be fun. But it is important that we can be trusted to make sure the Monarchs are fair to all those that play the game properly and they give governments enough room to rule as long as it is all in realistic roleplay. Because the Monarch is mainly a safeguard, the rulers must primarily be the governments.

For what it's worth, I think a bias toward non-players makes sense. Conflicts of interest... even if they're only the perception of one... can cause a ton of trouble.
I'm definitely looking forward to interacting with whomever has those roles, though. I'm hoping there some roleplay opportunities there.

The following definitions apply to these Terms and Conditions of Administration:
a) “STAK DG”: Stichting Administratiekantoor Deadeye Games (being Deadeye Games Foundation Trust Office), with its registered office in The Hague, the Netherlands and registered with the Chamber of Commerce under number 76228029;
b) “Company” or “DG BV”: the private limited liability company: Deadeye Games B.V., having its registered office in Amsterdam, the Netherlands and registered with the Chamber of Commerce under number 75214474;
c) “Board” or “Directors”: the Board of Directors of STAK DG;
d) “Share” or “Shares”: a share or shares in DG BV;
e) “Share Certificate” or “Share Certificates”: the rights that are granted after transfer of ownership under title of management of a share of DG BV to STAK DG or after issue of a share by DG BV to STAK DG under STAK DG administered shares;
f) “Share Certificate holder” or “Share Certificate holders”: a holder or holders of one or more share certificates;
g) “Written”: by mail, electronic mail (email) or by any other means of communication capable of transferring written text and signatures;
h) “Gamer Shares”: the share certificates issued by STAK DG; and
i) These Terms and Conditions of Administration (hereafter also to be named: TCA) apply to the so-called Gamer Shares / share certificates.
STAK DG is the sole beneficiary of the shares it acquired and is, with the exclusion of everyone else, entitled to exercise all rights associated to those shares, such as voting rights, rights to claims and rights to dividends, all subject to the provisions of the Articles of Incorporation of DG BV and/or the Articles of Incorporation of STAK DG, as they read now or in the future, and with due observance of these TCA.
If share certificates belong to a community (and/or undivided estate), each member is entitled to exercise the rights attached to the share certificates in proportion to his/her share in the community of certificates. The members can only be represented vis-à-vis STAK DG by one person to be designated in writing.
STAK DG will charge costs for the certification, management and administration of shares to DG BV. STAK DG does not charge share certificate holders (additional) costs other than the one percent (1%) costs upon both buying and selling the share certificates.
The voting rights and all other controlling rights attached to the shares are exercised by STAK DG at its own discretion, taking into account the provisions of the Law, the Articles of Incorporation of STAK DG and these TCA.
Except in the situations provided for in Article 12 of the TCA, share certificate holders cannot claim the administered shares. The cancellation of the share certificates can only be done against the cancellation of the underlying shares.
The administration ends:
At the end of the administration, the share certificates are de-certified (converted into shares) and the corresponding shares will be transferred to the share certificate holders.
STAK DG will immediately (within five (5) working days after the publication of the annual report of DG BV) give the share certificate holders the opportunity to become acquainted with these documents.
In the event of liquidation of DG BV, the surplus will be paid immediately (within five (5) working days) to the share certificate holders while simultaneously canceling the share certificates.
In addition to the provisions in these CTA, the administration of share certificates is also subject to the provisions of the Articles of Incorporation of STAK DG.
The Board is authorized to change these TCA. When a change is made, the Board will immediately notify all the share certificate holders accordingly. The same applies to a change to the Articles of Incorporation of STAK DG. In both case, the Board will inform all share certificate holders in writing, to the (e-mail) addresses referred to in Article 5. For the sake of completeness, a change in the TCA can only be made by unanimous vote in a meeting of the STAK DG Board of Directors, in which all Board Members are present or represented. If not all Members of the Board are present or represented in a Board Meeting in which a proposal to change the TCA is on the agenda, then a second meeting will be convened, to be held within fourteen (14) days after the first, in which, regardless of the number of Board Members present, a valid decision will be made by unanimous vote. Similarly, it can be decided to fully or partially cancel share certificates issued by STAK DG or to dissolve STAK DG. Upon dissolution of STAK DG, all underlying shares will be transferred to the holders of the corresponding share certificates.
Each holder of share certificates is deemed, by obtaining these share certificates (whether or not upon issue), to declare towards STAK DG, the Board and DG BV to be aware of the possible tax consequences of his/her participation in the capital of DG BV through the share certificates and/or exercising his/her rights therefrom. STAK DG and the Board bear no responsibility towards the share certificate holders in this regard.
Insofar as taxes and/or social security contributions are due by STAK DG with regard to acquiring the share certificates by share certificate holders, STAK DG can recover these taxes and/or premiums from the share certificate holder concerned.
Dutch law is applicable to the TCA.
In case of a dispute the Dutch version of the TCA shall prevail.

You agree to indemnify and hold Deadeye Games, the Deadeye Games Group and its officers, directors, employees and licensors harmless from any claim or demand (including but not limited to reasonable legal fees) made by a third party due to or arising out of or related to your violation of these Community Terms or the Guidelines, or your violation of any laws, regulations or third party rights.

We will make reasonable efforts to keep the Community operational. However, certain technical difficulties or maintenance may, from time to time, result in temporary interruptions. We reserve the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Community or any of its functions and features with or without notice. If we modifies or discontinues the Community for any of the reasons set out above in this Section 14, we or any other company of the Deadeye Games Group, shall have no liability or responsibility to you.
When you sign up for a use the Community, Deadeye Games and its hosting providers may gather, store, share and use your personal data. The privacy and security of your user data is – and will remain – our highest priority. We may change the Guidelines at any time, at its sole discretion. Any material changes will be communicated to you and your acceptance of and/or continued use of the Community after such notification of change will constitute your acceptance of such changes. In the event that the Community Terms and Guidelines are translated into other languages and there is a discrepancy between the two language versions, the English language version shall prevail.

The Rulers of the Sea Services are not directed to children under the age of 13 years. However, in some countries, stricter age limits may apply under local law. Please see our Terms of Services for further details.
We do not knowingly collect Personal Data from children under 13 years or under the applicable age limit (the “Age Limit”). If you are under the Age Limit, please do not use the Rulers of the Sea Services, and do not provide any Personal Data to us.

If we learn that we have collected the Personal Data of a child under the age of 13 years, we will take reasonable steps to delete the Personal Data. This may require us to delete the Rulers of the Sea account for that child.
