Dear Forumites,
For a long time we’ve talked about government positions and diplomatic strategies in Rulers of the Sea. Previously we had announced that we would make it possible to already reserve such positions.
Today we’ve added a new addition to the Family Manager tool. The government position claim option.
What does it mean to reserve a government position for a specific nation?
How to claim a government position
First you need to have made an account in the Family Manager tool, and have created a family profile there.
As a reminder: you can find the Family Manager below in the forum, or through this link:
https://my.rulersofthesea.com/v1/fm/
Next, for a family member of choice you can reserve a position in a government of choice. You can only claim one government position.
The government you can opt for has to be the government of the nation your family has settled in. You can’t be a French national but claim a position in Ireland.
Noble Title
You need to select a family member by assigning a noble title.
In the Family Home screen you can assign your noble title to a family member. If you purchased a nobility pack, your noble title that corresponds with your purchase should be listed there. If this is not correct, please make a ticket by mailing this to info@deadeye-games.com and we’ll check and fix this for you. Mind you, you do need to use the same email address for your profile that you used to make your purchase. This is how we identify you.
If you did not buy a nobility pack, all your family members are Sir or Lady and you can still assign a noble title to a family member.
If you have made donations in excess of $200 you can redeem this for a nobility pack. If you have not done this yet, your noble title is not in the Family Manager. You can do this here: https://www.rulersofthesea.com/home/support-us/nobility-packs/ at the bottom of the screen.
Claiming a Government Position
You can make a Position Claim in the Family Home screen. In the menu you can see all available positions and select one. All positions are for the main Government, except the Governor position, which is for your chosen Hometown.
Once you have claimed a position, this does not mean you have the position. Several people can claim the same position. When this happens a few rules apply:
At a time in the future we will make chosen positions permanent for those with a subscription, so they will end up being closed to switching by those that might change their minds later.
In the future we will also create another subscription option for claiming a position, next to the lifetime subscription, by paying a few months subscription in advance. This will be cheaper than a nobility pack. But we won’t do this for a while yet so we can give priority to the lifetime subscriptions.
In the Nations screen you can look up positions of your own and the other nations. You can see there, under Ports or Government, if positions are claimed, and who claimed them.
Communicating with other government officials
It can be fun to prepare for gameplay by thinking about the future of your nation, your nation’s politics, diplomacy and strategy, and contacting other gamers. The practical problem is: how do you reach the characters that you will see in certain positions of different nations if you do not already know them?
Some nations have created Discord Servers. Others have not. But even a Discord server does not guarantee every government member of a nation will be on it.
One thing all people that have claimed positions have in common is that they are forum members. Forum members can reach out to one another through private messages. It can be a good means to make first contact. But this will only be useful if you can be found.
It could be useful for nation governments to create a space on the forum for your nation so people can drop messages here.
It can also be useful to change your forum name into the name of your character that holds the government position. This way people can spot you in the Family Manager tool as a government official, and next search the forum members for the name they found, and contact you.
Bugs
The Family Manager is a prototype in which we test code and rules for new applications. There are bound to be a few bugs and the prototype obviously does not look like the end product. If you discover bugs or you have ideas for improvement, please share them in the Bug Reports section and we'll look into them!

If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
So I originally bought in at the Lord level, but have been making payments toward Grand Duke. How does that get implemented?
@kaeolin
We can increase the title once the payments towards that title are complete. But with the Lord title you already can permanently claim, so it's no disadvantage.
If you have finished the last payment to reach a next title you can always send us a mail as reminder (a ticket gets created) and we can increase the title. Can't hurt doing that, just in case we don't immediately notice. It's all manual work at the moment, so we might miss the moment of the last payment until we do some kind of check.
In the future we will automate the process, but we're not quite there yet.

lol I have no idea where I am on payment. Wasn't concerned at this point. 😀 This answer solved my problem though. Thank you Peter.
So if the role is showing, it's available or do you have to go through now and confirm no duplicates?
@kaeolin

You can claim, even if someone else already has, but if there is someone who also claims it who got purchased their subscription (nobility pack) earlier than you, you're in back luck. But the other way around, you're the lucky one and others that claimed can better go and look for some other position.
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
@petersj Will we be notified that the position was awarded, or not awarded?
@kaeolin
Not as yet. It's on the wish list, notifications. But for now we'll just let it play out, see what the choices are when the dust settles. And then we'll start freezing the choices of all the people with packs. And of that we can simply give a manual notification.
But first we'll watch how it goes. There are also a few bugs yet, and maybe a few disputes to solve. So we'll look in a week or so where we're at.
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
Excellent addition. Now it is finally revealed who's who.

@walsingham That won't entirely be the case until forum accounts are linked with government positions. Family names and forum names can be different and always changing until release. When we have a new forum, those issues should be resolved making it easier to network with other players.
@petersj Are Prime Ministers occupying the positions of Party Leader to their respective Party? At the moment two players can reserve the positions of Party Leader (Liberal Party) and Prime Minister (Liberal Party) in the Family Manager - albeit political affiliation for Prime Ministers is not reflected yet.

No, Prime-Ministers can't be Party Leaders. They are obviously OF a party, and likely will represent that party in some way. But the moment a Party Leader becomes Prime-Minister, another Party Leader has to be selected.
So a Prime-Minister will have to make sure to maintain support of a majority of the House of Lords, including that of ones own Party Leader. Mind you, the Prime Minister can run twice for election of Prime-Minister, once as Party Leader, the second time as Prime-Minister. So his/her Party Leader might not be capable of running for election if the Prime-Minister still has a second term.
This will be the case with the Prime-Ministers now when the game launches. Because they are in their first term, and then soon elections will follow. So they are then running for their party, against the other two Party Leaders. So the Party Leader of the Prime-Minister's party better be supportive of their own Prime-Minister.
Mind you, a Party Leader's term is 3 months, that's a month longer than a Prime-Minister, so the Party Leader of a Prime-Minister will always get a shot at the election sooner of later (providing they complete their term).
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
We haven't yet added that noble families have to pick a political party to join. That will be in a next update some time in the future. At that point we'll see the House of Lords organization come into being.

Are you considering that first week to be the first term with the second term following one week after the game launches?

Can a PM only serve two terms?

The following definitions apply to these Terms and Conditions of Administration:
a) “STAK DG”: Stichting Administratiekantoor Deadeye Games (being Deadeye Games Foundation Trust Office), with its registered office in The Hague, the Netherlands and registered with the Chamber of Commerce under number 76228029;
b) “Company” or “DG BV”: the private limited liability company: Deadeye Games B.V., having its registered office in Amsterdam, the Netherlands and registered with the Chamber of Commerce under number 75214474;
c) “Board” or “Directors”: the Board of Directors of STAK DG;
d) “Share” or “Shares”: a share or shares in DG BV;
e) “Share Certificate” or “Share Certificates”: the rights that are granted after transfer of ownership under title of management of a share of DG BV to STAK DG or after issue of a share by DG BV to STAK DG under STAK DG administered shares;
f) “Share Certificate holder” or “Share Certificate holders”: a holder or holders of one or more share certificates;
g) “Written”: by mail, electronic mail (email) or by any other means of communication capable of transferring written text and signatures;
h) “Gamer Shares”: the share certificates issued by STAK DG; and
i) These Terms and Conditions of Administration (hereafter also to be named: TCA) apply to the so-called Gamer Shares / share certificates.
STAK DG is the sole beneficiary of the shares it acquired and is, with the exclusion of everyone else, entitled to exercise all rights associated to those shares, such as voting rights, rights to claims and rights to dividends, all subject to the provisions of the Articles of Incorporation of DG BV and/or the Articles of Incorporation of STAK DG, as they read now or in the future, and with due observance of these TCA.
If share certificates belong to a community (and/or undivided estate), each member is entitled to exercise the rights attached to the share certificates in proportion to his/her share in the community of certificates. The members can only be represented vis-à-vis STAK DG by one person to be designated in writing.
STAK DG will charge costs for the certification, management and administration of shares to DG BV. STAK DG does not charge share certificate holders (additional) costs other than the one percent (1%) costs upon both buying and selling the share certificates.
The voting rights and all other controlling rights attached to the shares are exercised by STAK DG at its own discretion, taking into account the provisions of the Law, the Articles of Incorporation of STAK DG and these TCA.
Except in the situations provided for in Article 12 of the TCA, share certificate holders cannot claim the administered shares. The cancellation of the share certificates can only be done against the cancellation of the underlying shares.
The administration ends:
At the end of the administration, the share certificates are de-certified (converted into shares) and the corresponding shares will be transferred to the share certificate holders.
STAK DG will immediately (within five (5) working days after the publication of the annual report of DG BV) give the share certificate holders the opportunity to become acquainted with these documents.
In the event of liquidation of DG BV, the surplus will be paid immediately (within five (5) working days) to the share certificate holders while simultaneously canceling the share certificates.
In addition to the provisions in these CTA, the administration of share certificates is also subject to the provisions of the Articles of Incorporation of STAK DG.
The Board is authorized to change these TCA. When a change is made, the Board will immediately notify all the share certificate holders accordingly. The same applies to a change to the Articles of Incorporation of STAK DG. In both case, the Board will inform all share certificate holders in writing, to the (e-mail) addresses referred to in Article 5. For the sake of completeness, a change in the TCA can only be made by unanimous vote in a meeting of the STAK DG Board of Directors, in which all Board Members are present or represented. If not all Members of the Board are present or represented in a Board Meeting in which a proposal to change the TCA is on the agenda, then a second meeting will be convened, to be held within fourteen (14) days after the first, in which, regardless of the number of Board Members present, a valid decision will be made by unanimous vote. Similarly, it can be decided to fully or partially cancel share certificates issued by STAK DG or to dissolve STAK DG. Upon dissolution of STAK DG, all underlying shares will be transferred to the holders of the corresponding share certificates.
Each holder of share certificates is deemed, by obtaining these share certificates (whether or not upon issue), to declare towards STAK DG, the Board and DG BV to be aware of the possible tax consequences of his/her participation in the capital of DG BV through the share certificates and/or exercising his/her rights therefrom. STAK DG and the Board bear no responsibility towards the share certificate holders in this regard.
Insofar as taxes and/or social security contributions are due by STAK DG with regard to acquiring the share certificates by share certificate holders, STAK DG can recover these taxes and/or premiums from the share certificate holder concerned.
Dutch law is applicable to the TCA.
In case of a dispute the Dutch version of the TCA shall prevail.

If you are a parent of a child under the Age Limit and become aware that your child has provided Personal Data to Rulers of the Sea, please contact us using the form on the Privacy Center, and you may request exercise of your applicable rights detailed in the ‘Your rights and your preferences: Giving you choice and control’ Section 4 of this Policy.
If we learn that we have collected the Personal Data of a child under the age of 13 years, we will take reasonable steps to delete the Personal Data. This may require us to delete the Rulers of the Sea account for that child.
We will occasionally update this Policy. When we make material updates to this Policy, we will provide you with prominent notice as appropriate under the circumstances, e.g., by displaying a prominent notice within the Rulers of the Sea Services or by sending you an email.
Please, therefore, make sure you read any such notice carefully. Annually this Policy will be reviewed for accuracy and changes in GDPR. If no material changes are made, you will not be notified.
