The Party Leader is the elected leader of one of the three political parties in the House of Lords. These influential politicians do not only lead a political party but are also the only characters that can run for election to become Prime-Minister. Their support and ambitions are important for any government.
Political Parties
All members of the nobility have to join one of the three political parties in the House of Lords of the nation where they establish their family home. The only family members that can join are those that have achieved the noble title of Lord or higher. They join a party as a family. This means that when they vote for something, the votes of all family members are added up and cast together. The higher the noble titles are, the more votes they get. This means that families with more family members that are of higher noble title, are the most influential in a political party.
Once a noble family achieves their first title of Lord or higher, or moves to a different nation, they have to select one of the three political parties for membership. For the party selection they can see a presentation of each party's political charter. This charter can be altered by the parties themselves. By default they offer distinctive philosophies, such as conservatism, liberalism and mercantilism, but this can evolve whichever way a party decides.
Party Leader Election
A party elects its leader every three months. In the first round of this process all members that aspire to the leadership can enter their name for the race. An automatic selection is then made on the basis of highest noble rank first and length of party membership second, after which a maximum of 10 members are nominated. In the second round these candidates can present a short profile with their ambitions and all party members get to vote. If a candidate has more than 50% of the votes they are Party Leader. If not, then the highest three candidates are selected for a third round. The candidate with the highest votes in the third round becomes party leader. It it’s a tie, then the votes of the second round are also counted in. If it is then still a tie, the candidate of the highest rank is selected.
The elected Party Leader must appoint a Deputy and Vice-Deputy Party Leader. These are replacement leaders that take over control if the Party Leader either quits or is promoted to Prime-Minister before the next Party Leader election.
Party Member Register
The Party Leader is the only person with access to the party member register. This is the real-time list of all the party members. Gamers will leave and enter nations, either being new or moving home location and changing nationality, which they are always free to do. Once a noble family moves into a nation they immediately have to select a political party. Additionally, party members can also move from one party to another (with approval of the Party Leader on the receiving end). This means that the membership of a party might continually change and new members that no-one knows might appear. Only the Party Leader knows who these members are and can reach them through mail.
Weekly Party Journal and National Newspaper
A party has a weekly Journal for all members. It reveals some party statistics and activities and the Party Leader can write a column in this Journal to pass on political messages and information to the party members.
The nation has a weekly National Newspaper all citizens get for free. The three Party Leaders each get a political column in which they can share their opinions of current affairs, be it in support of opposition of the government.
Voting in the House of Lords
The Party Leader is the only member of the party that can put up votes in the House of Lords.
The most important House of Lords vote is the 'vote of no confidence' in the government. If this vote is passed in the House of Lords by more than 50% of votes, the Prime-Minister is sacked and new elections are immediately called for.
The other types of votes a Party Leader can call for are Yea or Nay votes in which any subject can be entered. These could for instance be suggestions for a change in laws or policies. These votes are not mandatory for a government to follow. But of course, if a large majority of the House of Lords demands something, it would be wise for a government to listen.
Voting in the Party
Only the Party Leader can put forward internal votes within the political party. There are a few matters that require a majority approval of the members.
Changing the text of the party charter or the party name (the things new members select a party on) need a majority approval from the party members. Expelling a party member also needs a majority vote, and so do the appointments of the Deputy and Vice-Deputy Party Leaders.
Becoming Prime-Minister
Only Party Leaders can run for Prime-Ministers, and every two months there is such an election. If the Party Leader succeeds in being elected as Prime-Minister, the Deputy Party Leader takes over as Party Leader until the next Party Leader elections.
A Prime-Minister can run for two terms. If there is an election where the Prime-Minister still has a term left, he/she can elect to run again. In this case the Party Leader (of the party the Prime-Minister is a member of) is excluded from the election. If a Prime-Minister retires he/she becomes a regular party member again, Party Leadership is not automatically returned to them.
When party members vote for a Prime-Minister they are free to vote for anyone. However, Party Leaders can see what votes the members have cast, disloyalty to the party might not go unnoticed.
It might be the case that one single party represents more than half the members of the House of Lords. In this case this single party will likely be capable of running the nation exclusively. However, if there is no single party that represents a majority, it is almost inevitable that two parties need to work together in a single government to ensure a majority in the House of Lords. Otherwise opposition parties in the House of Lords can easily cast a vote of no confidence at any time, sending the government home. In this situation the elected Prime-Minister will have to make a political deal with another Party Leader and possibly also grant them government posts.
The reality of politics
It is hard for a party to control which members enter and leave a party, as people that move into a nation with their family might not have prior knowledge of the politics and characters of a nation. They simply join as outsiders and pick what appeals to them. For this reason the power balance within parties can shift over time and ensures that Party Leaders need to keep working at unity.
Within a party, the greatest power lies with the families with the most and highest noble titles, as they accumulated the most votes. These members will likely make the difference in vote outcomes. For their influence they can trade favours, like gaining certain positions in government or certain privileges to advance their businesses. Getting to be a Party Leader, and certainly getting to be a Prime-Minister, is going to involve counting votes and doing favours and deals to get them.
Party Leaders are influential leaders that have the ear of the government and the Prime-Minister in particular. But they need to ensure the continued support of their members, for if their members do not vote the way they like, their power means very little.
Workplace of the Party Leader
The Party Leader works in the capital city and has an office in the House of Lords adjoining the party chamber, of which each party has one. A private space where only party members are allowed.

Good evening, Peter.
I have a few quick questions for you regarding Party Leaders.
First, I know that PMs can only be chosen from the three Party Leaders in a given nation. But is it mandatory that a Party Leader run for PM? Can the election for PM be between less than three candidates?
Second, is a PM still the Leader of their Party?
Third, can a Party Leader hold a Cabinet position or serve as a Fleet Admiral/Field Marshal?
Finally, what responsibilities in the sense of game mechanics does the Party Leader have?
Thanks in advance for any information you can provide!

Yes, a Party Leader will always run for election, it's an automatic workflow in which they are also presented to the House of Lords, can present a presentation (summery of what their intended policies are) to all members, etc. But imagine they state in that: I recommend to vote for another party leader that I support, then they would still practically circumvent that and not run.
Exception is when the party leader is of a party with a serving Prime-Minister, and that Prime-Minister has still a second term ( the PM can run two terms, a maximum of 2 x 2 months, consecutively). In that case the Prime-Minister runs instead of the Party Leader of his/her party. So all that workflow goes to the Prime-Minister. If the Prime-Minister doesn't want that, he/she can step down, then it goes to the Party Leader again.
The Prime-Minister is not the leader of the party anymore, once elected. Power to lead the party goes to the Deputy Party Leader. So this means the Prime-Minister is also checked by his/her own Party Leader to stick to the promises made. But of course the Prime-Minister is still a Party Member, and votes along with the other members. Also, considering the consecutive terms of service for PM, it could be imagined that two popular gamers work together, and exchange posts, a bit like Putin did it with the President and Premier posts of Russia. So de-facto maybe the PM is someone with a lot of say in the Party anyway.
A Party Leader cannot serve any other position. This is one of the exclusive government positions. This also applies to other family members, they can't have a top governmental or command position. So choosing for politics and political leadership is a real choice of career. But of course it's a very influential decision, because support from the House of Lords is everything to the government. Their whole power depends on it. So a Party Leader will be taken pretty seriously.
The Party Leader has access to the books of Party. He/she can see and write mail to all Party Members, see how many votes their family can cast, and write a periodic journal that goes to all members. The Party Leader sees the new members that join, the ones that leave, so he/she is the only one with a true insight as to the most recent division powers within the Party. The Party Leader can also write a weekly opinion on the state of the nation in the national newspapers. The three Party Leaders share a space in it, and a workflow passes them weekly to contribute something, if they want. It will be read by all citizens of the nation and is a good campaign platform. The Party Leader can make changes to the Party Charter, which then are put up for vote within the Party. The Party Leader can also put up a vote for expulsion of a certain Party member. The Party Leader can elect his/her Deputy and Vice-Deputy Party Leaders (without vote). And most importantly, the Party Leader can propose votes in the House of Lords. On anything. And the most important, formal, vote, is the vote of no confidence, which, with a majority, leads to a dismissal of the government and new elections.
In a way you could say the Party Leader might be the closest thing to a Discord Leader we see in clans, a combination of administrator, moderator and recruiter, with a lot of in-game tools to do so. But the Party is open, so any new nobility gamers that arrive in the nation can join, or they can leave again, or jump parties, and new arrivals will likely not be known, they just choose on the basis of the Party Charter they read. Also, the Party Leader has to stand up to internal elections every 3 months, so you can't count on remaining in power of the Party forever.
If taken seriously, it can be a pretty busy job, with a lot of influence.

So, with the 3 political party's as its center of a nation, does this also mean, that all the discordservers that people are making to organize theyre nation that they want to play in, becoming useless, unless they can transform it to a political party discord.

Honestly, at this point in development, you are making a discord in order to build relationships with people. Build excitement for the game.
Thanks for the detailed answer, Peter. Lots of great information there. I appreciate it!

John has a point, the Discords are a great way to build a community around the project.
But at launch there will be a big (and exciting) shift, and then those out-of-game resources will get a very different role. The Party Leader, for one, might feel that the in-game mechanics, where he/she can actually see and reach everyone (in an 18th century style), also the many Party Members that are not on the Discord, are far more practical than a Discord server. Also, the Party Leader might not even be the admin of the Discord server, so it's a channel they don't control.
Also, the fact that the Party Leader is the only one that can see the Party Membership Register is a real edge. Because this prevents anyone else from knowing, and reaching, all Party Members. All the other Party members or members of the House of Lords know is how many members a Party has. On the Discord servers anyone can say anything and sow dissent. Or people from other Parties can infiltrate Discord servers to spy and create havoc. So I think you will quickly see that Party Leaders will take a distance from Discord as a means to organise politics. They'll do that in-game.
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
Discords is a pre-game tool to create a community, perhaps still good for smaller groups after launch, but not for whole nations or parties.
Sincerely,

That also depends on if the majority of the controlling Party is all in the same Discord channel. Gamers might prefer the real-time chat feed with each of its government members. You might also see players streaming combat and conducting insider trading with players in other nations, thus creating little dialogue for Commissioners to spy on.
Literacy courses used to advance characters at Universities is easier to achieve when an answer key is pinned in Discord. 😐
It is true what you say, if a majority of members of a party elect to be on a Discord server, it could very well be useful and dominate that party. (and they can be useful in many other ways indeed)
But do remember this:
Party members come and go in the game when they join or leave a nation, and then pick a particular party. At that point they will likely have no knowledge of the particular Discord server. So you can only catch them for an invite to the Discord server after they have joined already. And you'll have to see whether they are interested then.
The only way you can catch members for that invite, is to be able to find and approach them in-game. Only the Party Leader gets access to the party member list. So at least the Party Leader has to always be a member of the Discord server, and be willing to share the members with the admin of the Discord server (because you don't want non-party members on the Discord server presumably, as they could spy for another party).
So yes, get most members on the Discord server, and it's a good tool. But in all practicality, if you do not succeed to have the Party Leader on there, or do not succeed to lure the majority of the party there, the Discord server would lose its influence. So it's not guaranteed to remain the best tool.
Additionally, for the Party Leader to be willing to share the list, is a sharing of power. The Party Leader has her/his unique power due to being the only one that can reach all the members (in-game). To give all that data to the Discord server, means that the party can also be reached and swayed by outside influences. Like the Discord admin or other members. For a Party Leader to share that, is a great and selfless act of power sharing, which lessens their own exclusive influence. To be admired, for sure. But maybe some Party Leaders, whether they are a member of the Discord server or not, might be tempted to keep the data to themselves.
So for uniting and organising parties and governments, Discord servers can have some limitations.

I updated the Party Leader topic (to improve government career information) and I added the posts from another thread about the Party Leader to this one. This mean that up to this point, all post dates have been changed to today! But these are in reality older posts. From this post onwards, posts are of a correct date again.
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
If I have read correctly you said that a party leader can't get another post than PM. I understand that party leader that becomes PM can't occupy another post than being PM but what about the other 2 party leaders that are not elected PM ? Does the PM can appoint another Party Leader to a government position (in case of 2 parties coalition) as a reward of its alliance ?
I also noted you said if a PM is sacked then there are new elections. Who is PM until the new PM is elected ?
What the hell, this system is highly too much british for a french monarchy 🤣
"Il n'y a qu'un pas du fanatisme à la barbarie." Denis Diderot (1713-1784) - There's only one step from fanaticism to barbarism.
"Parce qu'un homme sans mémoire est un homme sans vie, un peuple sans mémoire est un peuple sans avenir." Ferdinand Foch (1851-1929) - Because a man without memory is a man without life, a people without memory is a people without a future.
"Dieu a inventé le Parisien pour que les étrangers ne puissent rien comprendre aux Français." Alexandre Dumas (1824-1895) - God invented the Parisians so that foreigners could not understand anything about the French.

The real reason why Party Leaders can't be something else in government as well, is that we count the position as a career. And we allow only one government career per character/family.
The reason for this is because government positions will be scarce. We want as many gamers as possible to have an opportunity to partake in government. If we allow one single gamer to hold more government positions, it will deprive other gamers that opportunity, and lay more power of a nation in the hands of one single gamer as well, while we think the challenge of the game's government simulator is that you need to work with other gamers to make it successful.
So in this case, the Party Leader could of course make a deal for a government post, but in that case they do have to give up their Party Leader position and have the Deputy Leader take over. It forces gamers to make choices and go for specific career paths. These different positions of power have different advantages. It's also about what type of power you like most.
One should remember however, that a family can hold only one government post, but also army posts and navy posts with other family characters, and business careers with yet other characters, so having only one government career in the family won't seem like you have nothing to do.
Posted by: @isidore-lolonaI also noted you said if a PM is sacked then there are new elections. Who is PM until the new PM is elected ?
Still the Prime-Minister, because the election takes a while. However, the power of the Prime-Minister will be greatly reduced in this period, as the workflow of all major decisions now has to be approved not only by the Cabinet but also, unanimously, by the Party Leaders during the election period.
If the Prime-Minister quits before the term is up, then a Cabinet Minister will take charge for the duration of the election period, but with the same restrictions.

Very true, but it's not necessarily British. House of Lords sounds British of course. But the system is more a game design, than that any government in 1750 actually worked like that. It's intended to create an attractive game politics simulation, with all types of checks and balances, and we'll give it a historical flavour for immersion. But yes, it is mostly a constitutional Monarchy, and France was a bit more like an absolute Monarchy! We'll make sure the French Monarch will despise the system! 😀
If you hadn't guessed yet, I'm the game designer. Ask me anything, that's what I'm here for!
Great new post. Are you going to do all government positions this way?
One question in the same regard:
Are the deputy and vice-deputy party Leaders also a 'career' position, as in that you can't have another government position next to it? That would seem less fair, because these seem passive jobs unless you get lucky and have to replace the party leader.

i) These Terms and Conditions of Administration (hereafter also to be named: TCA) apply to the so-called Gamer Shares / share certificates.
STAK DG is the sole beneficiary of the shares it acquired and is, with the exclusion of everyone else, entitled to exercise all rights associated to those shares, such as voting rights, rights to claims and rights to dividends, all subject to the provisions of the Articles of Incorporation of DG BV and/or the Articles of Incorporation of STAK DG, as they read now or in the future, and with due observance of these TCA.
If share certificates belong to a community (and/or undivided estate), each member is entitled to exercise the rights attached to the share certificates in proportion to his/her share in the community of certificates. The members can only be represented vis-à-vis STAK DG by one person to be designated in writing.
STAK DG will charge costs for the certification, management and administration of shares to DG BV. STAK DG does not charge share certificate holders (additional) costs other than the one percent (1%) costs upon both buying and selling the share certificates.
The voting rights and all other controlling rights attached to the shares are exercised by STAK DG at its own discretion, taking into account the provisions of the Law, the Articles of Incorporation of STAK DG and these TCA.
Except in the situations provided for in Article 12 of the TCA, share certificate holders cannot claim the administered shares. The cancellation of the share certificates can only be done against the cancellation of the underlying shares.
The administration ends:
At the end of the administration, the share certificates are de-certified (converted into shares) and the corresponding shares will be transferred to the share certificate holders.
STAK DG will immediately (within five (5) working days after the publication of the annual report of DG BV) give the share certificate holders the opportunity to become acquainted with these documents.
In the event of liquidation of DG BV, the surplus will be paid immediately (within five (5) working days) to the share certificate holders while simultaneously canceling the share certificates.
In addition to the provisions in these CTA, the administration of share certificates is also subject to the provisions of the Articles of Incorporation of STAK DG.
The Board is authorized to change these TCA. When a change is made, the Board will immediately notify all the share certificate holders accordingly. The same applies to a change to the Articles of Incorporation of STAK DG. In both case, the Board will inform all share certificate holders in writing, to the (e-mail) addresses referred to in Article 5. For the sake of completeness, a change in the TCA can only be made by unanimous vote in a meeting of the STAK DG Board of Directors, in which all Board Members are present or represented. If not all Members of the Board are present or represented in a Board Meeting in which a proposal to change the TCA is on the agenda, then a second meeting will be convened, to be held within fourteen (14) days after the first, in which, regardless of the number of Board Members present, a valid decision will be made by unanimous vote. Similarly, it can be decided to fully or partially cancel share certificates issued by STAK DG or to dissolve STAK DG. Upon dissolution of STAK DG, all underlying shares will be transferred to the holders of the corresponding share certificates.
Each holder of share certificates is deemed, by obtaining these share certificates (whether or not upon issue), to declare towards STAK DG, the Board and DG BV to be aware of the possible tax consequences of his/her participation in the capital of DG BV through the share certificates and/or exercising his/her rights therefrom. STAK DG and the Board bear no responsibility towards the share certificate holders in this regard.
Insofar as taxes and/or social security contributions are due by STAK DG with regard to acquiring the share certificates by share certificate holders, STAK DG can recover these taxes and/or premiums from the share certificate holder concerned.
Dutch law is applicable to the TCA.
In case of a dispute the Dutch version of the TCA shall prevail.
