The gamer-run Justice System is a part of the realistic role-play of Rulers of the Sea, but it is also a community self-regulation tool. Governments of all 150+ nations set their own standards of justice and behaviour, and if gamers don’t like it they can always re-locate to a different nation where things are better. When the Justice System of a nation derails into corruption and depravity the Monarch can always step in and force a change.
