Governments of all 150+ nations set their own standards of justice and behaviour, and if gamers don’t like it they can always re-locate to a different nation where things are better. When the Justice System of a nation derails into corruption and depravity the Monarch can always step in and force a change.
Monarchs provide a way to immersively moderate the game in a realistic way without ever breaking the historical role-play. They are also a source for special rewards for gamers. But mostly, as heads of state they are the banner every citizen of a nation gathers beneath.
